As detailed in CANFORGEN 086/26 JAG 002/26 (accessible only on the National Defence network), Military Justice at the Unit Level (MJUL) certification remains valid for a period of four years from the date of issuance. Following the implementation of the summary hearing system on June 20, 2022, a significant number of MJUL certifications will soon approach their four-year expiry date. Maintaining a valid certification is essential for those responsible for exercising authority under the Code of Service Discipline (CSD) at the unit level. Without valid certification, members are not authorized to carry out key functions related to military justice, including the conduct of summary hearings.
In accordance with QR&O Volume II and DAOD 7007-0, Superior Commanders, Commanding Officers, Delegated Officers, and Assisting Members (unless the person charged has been informed and accepts their assisting member's lack of training and certification) are required to hold valid certification issued by the Judge Advocate General (JAG) prior to performing any duties associated with the CSD.
To renew MJUL certification, eligible members must complete the required training and test, which are available on the Defence Learning Network (DLN - accessible only on the National Defence network) by searching "MJUL".
Members are strongly encouraged to begin the renewal process well in advance of their certification expiry date. Early completion helps ensure continuity of authority and prevents any disruption to unit-level military justice processes.
Although not mandatory for all CAF personnel, the MJUL course is highly recommended for members who support or participate in the military justice process. This includes individuals serving as:
MJUL is also a mandatory requirement for completion of the Canadian Armed Forces Junior Officer Development (CAFJOD) Program for all officers.
Participation in this training enhances understanding of the CSD and promotes consistency and effectiveness in its application across the CAF.
