Submit Requests for Public Improvements by November 1

October 3, 2025 - Residentscan now request public water and sewer service and paving of gravel streets in City of Midland locations that currently do not have these amenities.

If there is a public improvement project of this nature that should be considered, Midland residents may submit a written request detailing the project to the City of Midland Engineering Department, 333 W. Ellsworth, Midland, MI 48640. Requests must be postmarked on or before November 1, 2025.

Once received, the Engineering Department will estimate the cost for each requested project and prioritize the list according to project feasibility and available funding. The list is then presented to Midland City Council at a regular meeting as part of the Capital Improvement Plan (CIP) process in early 2026. City Council will determine if any of the subject projects will be added to the CIP and in which fiscal year.

The City's special assessment process is used to finance these projects. In this process, adjacent property owners that benefit from the improvement pay the majority cost share of the project. The City may also participate in project cost.

Project requests that require significant City participation will not be considered unless the requestor proposes to finance the project initially by participating in the advance payment process.

Routine street or sidewalk maintenance requests may be submitted to the Department of Public Works at any time during the year by calling 989-837-6900 or clicking on the 'Report a Concern' icon at www.cityofmidlandmi.gov.
