City of St. Pete, County, and Local Partners Celebrate Groundbreaking of Sky Town Apartments, Bringing More Than 120 Affordable Units to the Skyway Marina District

Oct 16, 2025 - This week, the City of St. Petersburg and Pinellas County celebrated the groundbreaking of Sky Town Apartments, St. Pete's largest mixed-income residential development, based on acreage and number of housing units.

"The Sky Town development marks a new era for the Skyway Marina District. This public-private project is an example of how forward-thinking investments can strengthen neighborhoods, attract workforce talent, and expand opportunities for residents," said Mayor Kenneth T. Welch. "I'd like to also extend my appreciation to Pinellas County, Altis Cardinal, and the many partners for their collaboration and shared commitment to create affordable and workforce housing. We continue to build on one of our key pillars of progress, Housing Opportunities For All, by ensuring St. Pete residents have a safe and stable environment to call home."

The 34.3-acre site, located in the Skyway Marina District at 3201 34th St. S, will include 2,084 apartments, a retail area anchored by a Sprouts Farmers Market, and self-storage space.

During phase one of the development, 121 out of 401 units will be designated as affordable as a part of Mayor Welch's Housing For Opportunities All Plan. Sixty-one of the 121 units are reserved for households earning up to 120% of the area median income (AMI), or $103,200 for a family of three. Sixty units will be designated for households earning up to 80% of AMI, or $68,800 for a family of three.

The City of St. Petersburg provided $4.5 million in funding for the development through a forgivable loan from its Housing Capital Improvement Fund; Pinellas County provided $5.5 million from the Penny for Pinellas fund to support the initial phase of construction.

This mixed-use development will feature a variety of living spaces, including studios and one- to three-bedroom apartments, with floor plans spanning from 562 to 1,370 square feet. Residents will have various amenities such as a rooftop lounge, swimming pool, and retail options on the ground floor.

About the Housing Opportunities For All Plan

To address St. Pete's growth and rising housing costs, Mayor Welch launched the Housing Opportunities For All Plan in April 2023. The plan is an expansion to the City's existing 10-year Housing Opportunities for All Plan. Enhancements to the plan include support for renters, financial assistance for residents to preserve existing affordable housing and make properties livable for longer, and incentives and strategic funding to produce more affordable units in St. Pete.
