On May 14, 2026, the Illinois Commerce Commission approved the bill credit amounts for the 2026-2027 program year of the Large Customer Self-direct Renewable Portfolio Standard Compliance Program ("Self-direct Program"). The Self-direct Program bill credit amounts are implemented as a reduction in volumetric Renewable Portfolio Standard charged collected pursuant to Section 16-108 of the Public Utilities Act for approved self-direct customers. Those bill credit amounts are $0.00053/kWh in the ComEd service territory and $0.00047/kWh in the Ameren service territory. In addition, the Illinois Power Agency ("Agency") has announced that no new applications to participate in the Self-direct Program were received for the 2026-2027 Program Year. There are six previously approved applicants: the Cook County Bureau of Asset Management, approved in 2025; the City of Chicago, Loyola University, and State Farm Insurance, approved in 2024; and Goldframe, LLC (Meta) and Verizon, approved in 2023.
For the 2025-2026 Program Year, the Agency set a maximum program size of 4.5 million RECs. Under the 2026 Long-Term Renewable Resources Procurement Plan, the Agency expanded the maximum program size to 5.5 million RECs for the 2026-2027 Program Year. The combined total quantity of RECs submitted and approved for participation through the Self-direct Program is approximately 1.2 million RECs.
