Global Counterterrorism Forum marks 15th anniversary, launches new resource and Initiative

BRUSSELS, 10 June 2026 - The Global Counterterrorism Forum (GCTF), a platform for multilateral engagement to prevent and counter terrorism, held its 26th Coordinating Committee in Brussels, co-chaired by the European Union (EU) and Egypt. Hosted by the European External Action Service, the meeting marked 15 years of multilateralism, expert and resource mobilization, and capacity-building.

On the agenda was the GCTF's future thematic priorities, especially its role in addressing the terrorist use of new and emerging technologies. Additionally, the meeting witnessed the launch of a new toolkit related to the nexus between climate change and violent extremism conducive to terrorism and a new Initiative on preparedness and response to chemical, biological, radiological, and nuclear emergencies caused by acts of terrorism.

Advancing efforts against terrorist exploitation of new and emerging technologies

The Coordinating Committee identified terrorist use of new and emerging technologies as a key concern for national and international security. These technologies, such as AI-generated content, encrypted communications, and autonomous systems are ripe for exploitation by terrorist groups.

Members and partners aligned around adequate responses to the evolving threat landscape and the GCTF's role in advancing counterterrorism efforts.

Practical guidance tools on climate change and violent extremism conducive to terrorism

The Initiative on Addressing the Nexus Between Climate Change and Violent Extremism Conducive to Terrorism - led by Germany and Kenya with the Global Community Engagement and Resilience Fund as implementing partner - developed the non-binding Nairobi Toolkit on Addressing the Nexus between Climate Change and Violent Extremism Conducive to Terrorism. Practitioners and policymakers can refer to the toolkit's recommendations which detail actionable measures to strengthen the response to drivers of violent extremism conducive to terrorism which are exacerbated by climate change.

Addressing CBRN emergencies stemming from terrorism

Helmed by Spain and Morocco, the GCTF Initiative on Preparedness and Response to Chemical, Biological, Radiological, and Nuclear (CBRN) Emergencies Caused by Acts of Terrorism was officially launched as a crucial step forward in global emergency preparedness and response. A security threat of state and societal concern, the Initiative aims to strengthen international collaboration in responding to terrorist acts involving CBRN and associated facilities by seeking to ensure that adequate response measures are fully integrated into counterterrorism strategies.

"As terrorist threats continue to evolve across regions, including through the exploitation of emerging technologies, our response must be equally dynamic and coordinated. The GCTF remains a unique forum where members can exchange experiences, strengthen partnerships, and translate expertise into concrete actions that reinforce global counterterrorism efforts," said H.E Ambassador Amr El-Hamamy, Ministry of Foreign Affairs, Egypt.
