Interested consultants should have direct experience conducting similar facility assessments, particularly for municipalities or other public agencies. The selected consultant will conduct site visits and building assessments, develop a comprehensive Facilities Condition Assessment Report, and present findings to City staff, commissions, City Council and the community. The project team must also include a Certified Access Specialist (CASp) to evaluate accessibility in accordance with current ADA standards.
The City owns, manages, and operates 38 indoor facilities totaling more than 300,000 square feet. The assessment will focus on City-owned indoor facilities, including community-facing spaces and employee work areas.
The final FCAR will provide a framework for prioritizing improvements based on factors such as facility condition, current use, estimated end of useful life for systems, community and employee needs, accessibility, and anticipated costs. Recommendations will also be organized into short-, mid-, and long-term priorities to support future Capital Improvement Program planning and budget discussions.
Interested consultants can review the full RFP for complete project requirements, submission instructions and deadlines at novato.gov/FCAR.
Proposals must be received no later than 5pm on Wednesday, October 21, 2026.
