From June 1 to 3, 2026, Assistant Foreign Minister Liu Bin traveled to Guangdong Province together with 60 diplomatic envoys and diplomats based in China from 37 countries, including Cameroon, Türkiye, Argentina, the Philippines, Kazakhstan and Fiji, for the "Set Sail for the 15th Five-Year Plan: China's Growth, World's Opportunity" local sightseeing event for diplomatic envoys. They attended the promotion event on the economic and social development of Guangdong Province, visited high-tech enterprises in fields such as low-altitude economy and embodied artificial intelligence, and toured the Shenzhen Reform and Opening-Up Exhibition Hall. Deputy Secretary of the CPC Guangdong Provincial Committee and Governor of Guangdong Province Meng Fanli met with the delegation and delivered a special presentation.
Liu Bin stated that the 15th Five-Year Plan period is a critical phase for laying a solid foundation and making all-around efforts to basically realize socialist modernization. China will provide a stable and consistent policy environment, dynamic growth momentum driven by innovation, an open, connected and accessible market space, and cooperation prospects founded on peaceful development. China will remain committed to promoting common development through its own high-quality development, and to expanding global opportunities through high-standard opening up. He expressed the hope that the diplomatic envoys will act as effective facilitators, helping enterprises and institutions from their respective countries to identify precise cooperation opportunities with Guangdong and its cities in the Guangdong-Hong Kong-Macao Greater Bay Area, and as credible storytellers, sharing vivid stories of mutual benefit and win-win cooperation between China and the world on the new journey of the 15th Five-Year Plan.
The diplomatic envoys noted that Guangdong's development achievements are a vivid illustration of China's continuous efforts to expand institutional opening up and advance industrial transformation and upgrading, as well as a rich fruit of China's five-year planning. They observed that the 15th Five-Year Plan is long-term in perspective and fully demonstrates China's outstanding governance capacity for coordinated development, which will bring stable benefits and cooperation opportunities for global economic recovery. They expressed the hope for more practical exchanges and cooperation with Guangdong in the future, so as to share the development opportunities offered by Chinese modernization during the 15th Five-Year Plan period.
