Defense Logistics Agency Disposition Services personnel in Germany are managing the disposal of 190 High Mobility Multipurpose Wheeled Vehicles from the U.S. Army's Joint Multinational Readiness Center to support the Army's divestiture of excess initiative.

The Army is replacing hundreds of Humvees throughout Europe and will divest approximately 300 through DLA. The agency's Grafenwoehr site will manage 190 turn ins and receive vehicles in groups of 25 under a Receipt-in-Place agreement due to the limited yard space available.
Receipt-in-Place occurs when a customer and a DLA area manager or Disposal Service Representative agree it's in the best interests of both parties to receive the property at the customer's location. This often occurs for property that is too large, numerous, hazardous, or impossible for DLA to assume custody of. However, it remains in the physical custody of the customer throughout the entire Reutilization, Transfer, and Donation screening cycle.

"Our ability to service these vehicles is diminishing as support and parts for the 3L80 are becoming scarcer," said Consolidated Maintenance Activity Officer In Charge Army Chief Warrant Officer 2 Enrique Vazquez. "As a result, JMRC is turning these trucks in and resourcing M1097s with 4L80 transmissions, resulting in support and equipment which is still readily available and help modernize our fleet."
Vazquez, who is currently assigned to 7th Army Training Command, also said that replacing equipment with upgraded configurations will help observer/controller trainers navigate the rough terrain of Hohenfels, Germany, and expand their capabilities to monitor the battlefield with reliable equipment.

When vehicles are gained onto DLA Disposition Services' accountable record, they enter a 42-day screening period where they are made available to other official government and allied entities.
While similar vehicles might eventually become available for public sale within the U.S., these specific Humvees cannot.
"Due to their classification as Commerce Control List items and their overseas location, regulations require that any vehicles not reallocated through official channels be mutilated or destroyed," DLA Disposition Services Property Disposal Specialist Jesse Briggs said. "We do this to prevent any potential harm to U.S. national security or foreign policy interests."
