GEOGRAPHIC LOCATION: Adjacent to Lutak Road in Haines, Alaska.
Site A: On state owned tide and submerged lands located between the Haines Ferry Terminal and Chilkoot Lumber, within and outside the boundaries of Alaska Tideland Survey 1340, Tract D. The approximate center point for the polygon is 59.2849 N, 135.4741 W
Site B: On state owned submerged lands within and outside the boundaries of Alaska Tideland Survey 1385, Tract B. The approximate center point for the polygon is 59.2894 N, 135.4890 W
Site D: On state owned submerged lands in Lutak Inlet.
LEGAL DESCRIPTION: Section 9, Township 30 South, Range 59 East, Copper River Meridian
REQUESTED ACTIVITY: The Alaska Department of Natural Resources, Division of Mining, Land and Water has received an application for the issuance of a 5-year Land Use Permit to authorize the use of state-owned tide and submerged lands for a temporary Log Transfer Facility (LTF), Log Storage Area (LSA), and a Ship Moorage Area (SMA). The permit would consist of three parcel sites, Site A- Log Transfer Facility, Site B- Log Storage Area, and Site D- Ship Moorage Area.
Site A: Log Transfer Facility- The Log Transfer Facility would consist of two 70' steel slides with metal legs extending from the uplands (private property) to the submerged lands and one log raft assembly area composed of anchored boom sticks in an 'L' shape (140'x490') secured to the submerged lands with eight concrete anchors. Log rafts would be constructed inside the 'L' shape log raft assembly area. There would be a ramp walkway (4'x12') extending from the uplands to a 10'x30' floating dock. The Log Transfer Facility area would be used March through November of each year and would require 6 acres of tide and submerged land.
Site B: Log Storage Area- Log rafts that are assembled at Site A would be towed to the log storage area. Log rafts would be secured to anchored boom sticks running parallel to the shoreline and stored. The storage area would require 2,500 linear feet and consist of 36 anchored log booms and 12 concrete anchors. The Log Storage Area would be used March through November of each year and would require 17 acres of submerged land.
Site D: Ship Moorage Area- Log rafts would be towed to log ships anchored in Lutak Inlet, loaded, and shipped out for processing. The Ship Moorage Area would consist of two commercial-sized mooring buoys and anchors. Log rafts would not be stored in the Ship Moorage Area. For safety, the rafts would be loaded immediately onto the log ships and would not be anchored for more than 14 consecutive days. The Ship Moorage Area mooring buoys would be anchored May through November of each year and consist of 34 acres of submerged land.PROPOSED DATES OF USE: Start: November 30, 2025 End: November 29, 2030DEADLINE FOR COMMENTS: October 13, 2025The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
