City of Norman Playground and Park Improvements

The City of Norman is excited to announce significant park and playground improvements at Bluestem Park, Eagle Cliff Park, Northeast Lions Park, and Sutton Place Park. These projects, funded through the voter-approved NORMAN FORWARD initiative, continue the City's long-term investment in neighborhood parks and quality-of-life enhancements.

Bluestem Park

Bluestem Park is a newly constructed neighborhood park. Improvements being built for the first time at this site include: a perimeter walking trail, a shaded playground with separate tot and elementary-aged play structures, three bays of swings, half-court basketball, sand volleyball court, practice soccer goals, a picnic shelter and new park furniture. The park will also feature native landscaping and newly planted trees. Construction began this spring, starting with tree planting and trail installation. Additional features, such as the playground and sports courts, will continue throughout the summer, with anticipated completion in August.

Eagle Cliff Park

At Eagle Cliff Park, the gravel walking trail has recently been paved, improving accessibility and usability. The park will now receive a completely new playground, padded synthetic turf safety surfacing, significant shade structures, new benches and trash receptacles, and newly planted trees along the trail and playground.

Additionally, the City is launching a restoration effort to re-populate a wooded area within the park, replacing trees that were previously lost due to age or storm damage.

Northeast Lions Park

Northeast Lions Park is receiving a full playground replacement, relocated to a more visible and accessible area along High Meadows Avenue. The park recently expanded after combining the former High Meadows Park site and additional land acquired through a land swap with Norman Public Schools near Eisenhower Elementary.

The new playground location improves visibility both day and night. As with other sites, the playground will feature new padded synthetic surfacing and substantial shade structures.

Sutton Place Park

The new playground at Sutton Place Park marks the final phase of a multi-year neighborhood park renovation. Recent improvements have included practice soccer goals, half-court basketball, new shade trees and updated park furniture. The new playground will include upgraded safety surfacing and shaded play areas.

Playgrounds at Sutton Place, Northeast Lions, and Eagle Cliff were approved for purchase in February; installation at all parks is expected to be complete by the end of June 2026.

All four playgrounds will incorporate inclusive elements for children who use mobility-assistance devices and for those on the autism spectrum. Each large play structure includes a transfer point for accessibility, and the new synthetic impact surfacing significantly improves mobility access compared to the previous wood fiber surfacing.

Norman Parks and Recreation follows best practices to ensure a percentage of each new playground is ADA-compliant. Additional seating, picnic tables, and accessible paved routes are included at each site.

These projects align with the long-range goals of the NORMAN FORWARD Program, adopted by voters in 2015 to fund quality-of-life improvements through a dedicated 15-year sales tax. The City has prioritized a "worst-to-best" approach to playground replacement and is working toward maintaining a maximum 15-year replacement cycle for city-owned playgrounds.

"We appreciate all of the feedback we have received over the years from residents," said James Briggs, Park Development Manager, explaining that communication with community members helped shape upgrades to be seen at the parks. "We hope these new playgrounds will help make each neighborhood even more fun and safe for the kids and families living in Norman. Simply getting outdoors in a safe, clean space is more valuable than ever as screen time increases and traditional play time continues to shrink."
