SBE Council Statement of Support for the “Critical Mineral Dominance Act” (H.R. 4090)

By SBE Council at 2 February, 2026, 10:14 pm

The following statement of support for the "Critical Mineral Dominance Act" can be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:

"Access to critical minerals is essential to U.S. economic vitality and national security and for America's innovative small businesses that sustain innovation and long-term growth. That is why SBE Council enthusiastically endorses the Critical Minerals Dominance Act, which puts forward a stable framework for domestic development. The legislation directs the Department of the Interior to prioritize and streamline critical mineral development on federal lands and modernize geological mapping, thereby reducing regulatory uncertainty and long-standing delays that have discouraged private investment. The bill's provisions will help to accelerate and expand domestic production of critical minerals while promoting responsible resource development."

"Critical minerals are essential to key U.S. industries such as high-tech, clean energy, defense and electronics manufacturing - sectors where many small businesses operate or supply larger businesses. Improving certainty in critical mineral development will directly support the competitiveness and stability of these businesses. It will also help to support the front-line, small-business innovators in mining, refining, recycling and related technology sectors, for example, by improving access to capital for these sectors, which means more investment, vibrant growth, and innovation for the U.S. as a whole. In a volatile and competitive world, it only makes sense that the U.S. develop its own resources to bolster resiliency. SBE Council is grateful for the leadership of Representative Pete Stauber in sponsoring the Critical Minerals Dominance Act, and we urge all U.S. House members to vote in favor of its passage."
