The Department of Public Service is seeking proposals for a comprehensive business process audit of the City of Burlington Electric Department (BED). This request seeks to establish contracts with one or more companies that can provide a qualified independent consultant to conduct a comprehensive business process audit of the City of Burlington Electric Department ("BED") with regard to the pending case before the Vermont Public Utility Commission. The Public Utility Commission Case No. 25-2607-INV can be accessed on their electronic filing system ePUC. The purpose of this audit is to evaluate the adequacy and effectiveness of BED's business processes and internal quality control systems, with a focus on identifying the root causes of persistent regulatory failures - of both BED's electric and efficiency utility functions - and recommending remedial action.
