Josephine County, OR - The Josephine County Board of Commissioners conducted multiple meetings this week focused on final budget development for Fiscal Year 2026-2027, public safety, public health, infrastructure improvements, airport operations, recreation services, and ongoing County administrative functions.

Throughout the week, the Budget Committee continued detailed review and final deliberation of the proposed Fiscal Year 2026-2027 budget. Department presentations included the Sheriff's Office, District Attorney's Office, Community Justice, Public Health, Animal Shelter, Public Works, Finance, Human Resources, Information Technology, Forestry, and several elected offices. Presentations highlighted departmental responsibilities, staffing needs, operational challenges, technology investments, grant funding opportunities, and long-term service priorities. Committee members reviewed reserve policies, staffing allocations, operational efficiencies, and future funding sustainability across multiple County programs.

Public safety funding remains a significant area of discussion. The Budget Committee approved the addition of eight patrol deputy positions, two detective positions, a half-time Medical Examiner position, and salary adjustments for Deputy District Attorneys aimed at improving recruitment and retention. Committee members also reviewed Community Justice operations, District Attorney services, and Sheriff's Office staffing needs while balancing service demands with available resources.

The Committee additionally approved funding to support Public Health emergency preparedness efforts, Animal Shelter operations following passage of the Animal Shelter levy, office improvements within the Treasurer's Office, and staffing support within the Surveyor's Office. Several proposed positions were discussed but not approved, reflecting continued emphasis on maintaining fiscal sustainability while addressing operational needs.

On June 4, the Budget Committee formally approved the proposed Fiscal Year 2026-2027 budget, establishing a budget of approximately $189 million and setting the County's tax levies for general government operations, animal shelter services, and adult jail and juvenile detention operations. The Committee also approved the Fiscal Year 2026-2027 budgets and tax rates for both the Josephine County 4-H/Extension Service District and the Josephine County Law Enforcement Service District. Budget discussions included continued support for Extension programming, youth development services, law enforcement operations, and long-term community service delivery throughout Josephine County.

During the June 2 Administration Workshop, the Board approved several operational agreements and grant-related items, including environmental health inspection support services to address public drinking water system survey requirements, an Oregon Department of Aviation grant supporting improvements at Illinois Valley Airport, and a Marine Board maintenance assistance grant for County boating access facilities. The Board also approved a consent order related to ongoing McMullen Dam safety planning and adopted findings of fact associated with previously approved land use appeals.

Commissioners additionally reviewed recruitment efforts for the vacant Finance Director position, received updates regarding the anticipated start of the County's new Emergency Management Director, and approved an appointment to the Josephine County Law Enforcement Service District Citizens Advisory Committee. Discussions also included public health staffing needs, airport infrastructure projects, transit reimbursement procedures, and future operational planning.

At the June 3 Weekly Business Session, the Board approved the Consent Calendar and heard public comments regarding emergency medical response resources and community events. Commissioners used the opportunity to encourage residents to prepare for wildfire season, highlighting increased fire danger levels, evacuation awareness, and available emergency preparedness resources.

The Board also finalized a professional services agreement to continue legal support for Community Development and Solid Waste matters and approved a settlement agreement related to pending litigation following consultation with legal counsel.

The Board conducted Executive Sessions during the week pursuant to ORS 192.660(2)(b) and ORS 192.660(2)(h) for personnel and litigation matters. Subsequent actions taken by the Board occurred in open session consistent with Oregon law.

Throughout the week, Commissioners continued participating in budget planning, intergovernmental coordination, public safety preparedness efforts, and community engagement activities focused on maintaining effective County services and responsible stewardship of public resources.
