EU Raises Ukrainian Flag in Brussels ceremony

Flag raising ceremony to commemorate fourth anniversary of full-scale invasion of Ukraine.

In solidarity with the Ukrainian people, EU High Representative/Vice President Kaja Kallas raised the Ukrainian flag alongside the flag of the European Union in front of the Headquarters of the European External Action Service, on 23 February 2026. This was the first time a flag was raised in this venue.

The EU supports Ukrainians resisting and holding firm. The raise of the flag reflects the conviction that Ukraine's future lies within the EU.

"Ukraine is paying a heavy price for Russia's fatal miscalculation, but also Moscow has failed to achieve any of its strategic objectives. Its military is bogged down, its economy is in rapid decline, and Ukrainians are resisting and holding firm."
