During the program, UNESCO's Recommendation on Peace, Human Rights, and Sustainable Development was presented. This instrument guides Member States in building inclusive and resilient educational systems. The importance of educational policies not only transmitting knowledge but also promoting values such as peaceful coexistence, respect for diversity, gender equality, and informed participation of the entire educational community was highlighted, in alignment with the Sustainable Development Goals.
The training sessions also introduced the National Human Rights Protection Mechanisms established by Organic Law No. 137-11, which created the Constitutional Court, and Law No. 19-01, which established the Ombudsman. This session was facilitated by representatives from the Constitutional Court's Center for Constitutional Studies and the Ombudsman's Office, emphasizing that human rights and fundamental rights enjoy equal guarantees under Dominican law.
The essential role of the Ombudsman in safeguarding collective rights and interests was reaffirmed, ensuring that public institutions and service providers act in accordance with democratic principles and social justice.
From the coordination of the Ministry of Education's Human Rights Mainstreaming Policy, the objective of this instrument was highlighted: to incorporate the human rights approach into the institution's programs, plans, projects, and activities, as stipulated in Article 11 of the National Development Strategy Law.
"The idea is to promote a culture of respect for human rights and fundamental rights among those involved in the pre-university education system, in accordance with the Dominican Constitution, the Universal Declaration of Human Rights, the International Covenants on Civil, Political, Economic, Social, and Cultural Rights, the ILO Declaration on Fundamental Principles and Rights at Work, among other international instruments ratified by the country and related national regulations."
