Beaman Floyd Named 2026 Recipient of ICT’s Raymond Mauk Leadership Award

Known for his policy expertise, principled advocacy and commitment to the Texas property and casualty insurance industry, Floyd will be honored Sept. 16 in Austin

AUSTIN, Texas - The Insurance Council of Texas (ICT) has named Beaman Floyd, executive director of the Texas Coalition for Affordable Insurance Solutions (TCAIS), as the 2026 recipient of the Raymond Mauk Leadership Award. ICT will present the award to Floyd on Sept. 16 during the 2026 ICT Property & Casualty Insurance Symposium in Austin.

ICT established the Raymond Mauk Leadership Award in 1998 to recognize an individual who has made a significant contribution to the Texas property and casualty insurance market throughout their career.

Floyd has been a longtime industry advocate with more than 30 years of experience in legislative and public affairs consulting. He developed an interest in public policy issues while working for the Louisiana Legislature. He later returned to Texas and has led his own firm since 1997, representing a diverse group of clients, including property and casualty insurance companies, trade associations, financial services companies, public education associations, higher education organizations and faith-based groups.

Throughout his career, Floyd has been involved in several major public policy initiatives in affecting the Texas insurance market, including property and casualty insurance rate and form reforms, catastrophe policy, workers' compensation reform, and regulatory reform.

He has used his skills in direct lobbying, strategic campaign design and execution, coalition building, policy development, and media representation to advocate on behalf of TCAIS members and has collaborated with ICT and other industry trade groups to educate policymakers on the business of insurance and the need to protect and maintain a healthy and competitive insurance market.

"Beaman is a longtime friend, collaborator, and one of the most thoughtful and principled advocates this industry has working on its behalf," said Albert Betts, executive director of ICT. "He understands policy, he respects the process, and he has spent his career helping people work through complex issues in a way that is constructive and professional. His contributions to insurance policy and public affairs in Texas make him a very deserving recipient of the Raymond Mauk Leadership Award."

Outside of his passion for insurance, he has also been a frequent guest columnist, a published author on higher education issues, and a guest lecturer in a variety of educational settings. In conversations, Beaman has indicated that his varied public policy interests stem from his recognizing the intersection of risk management and catastrophe management with other non-insurance clients who worry about issues like weather disasters, risk mitigation, and finding and understanding insurance solutions.

Born and raised in Austin, Floyd is a sixth-generation Texan and a charter member of the Professional Advocacy Association of Texas. He is also a strong supporter of high ethical standards and transparency in public affairs representation and has long championed lobbying as an important part of the rights to free speech, assembly, and petitioning government.

The 2026 ICT Property & Casualty Insurance Symposium will be held Sept. 16-17 at the Renaissance Austin Hotel. The annual event brings together insurance executives, regulators, policymakers, attorneys, government relations professionals, and industry leaders for discussions on issues affecting the Texas property and casualty insurance market.
