WASHINGTON - On October 27, 2026, President Donald J. Trump and U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced EPA's latest proposal to revise the Biden administration's 2024 oil and natural gas regulations, commonly known as OOOOb/c. The proposal is expected to deliver $45 billion in savings and unleash an estimated additional 210 million barrels of U.S. oil production and 1.41 trillion cubic feet of natural gas.

Here's what people are saying:

U.S. Secretary of the Interior Doug Burgum: "The Biden administration's short-sighted plan to kill domestic energy production hurt hard-working families, crushed our businesses, and threatened the communities that power our nation. Today's revision rolls back reckless Biden-era red tape to unlock an estimated 210 million barrels of American oil and deliver an estimated $45 billion in taxpayer savings. Since day one, President Trump has been putting real money back into the hands of American people by putting American energy back in the hands of the American workers, businesses, and communities."

U.S. Secretary of Energy Chris Wright:"The Biden administration pursued an energy subtraction agenda and imposed costly regulations on American oil and natural gas producers, driving up costs and threatening the affordable, reliable, and secure energy Americans depend on. The EPA's proposal represents another commonsense effort by the Trump Administration to unleash American energy dominance, remove unnecessary regulatory burdens, and allow American producers to deliver more energy at lower costs."

National Energy Dominance Council Executive Director Jarrod Agen:"The Trump Administration continues to roll back the burdensome, Biden-era red tape that stifled American energy production and drove up energy costs for every day Americans. These commonsense revisions will unleash oil and natural gas and save families and businesses $45 billion in regulatory costs. Thanks to President Trump, the left's war on reliable, affordable, secure energy is over, and American energy dominance has been restored."

Senator James Lankford (R-OK):"The 2024 methane rule was one-size-fits-all and underestimated its own costs. EPA's new proposal would save an estimated $45 billion and keep marginal wells in production - big news that will further unleash American energy."

House Committee on Energy and Commerce Chairman Brett Guthrie: "Cutting burdensome red tape and bureaucratic regulation is critical as we work to unleash American energy and produce the reliable, affordable power that hard-working families rely on. President Trump and Administrator Zeldin's proposal to fix the Biden-Harris Administration's unworkable methane rule will help American producers deliver the natural gas that provides baseload power to keep the lights on across the country."

Representative Ron Estes (R-KS-04): "EPA's proposed rewrite of the Biden administration's 2024 methane rule is a major win for Kansas oil and gas producers and American energy independence. That rule treated a Kansas family producing a few barrels a day like a major oil company. The new proposal would set separate standards for low-producing wells. I applaud President Trump and EPA Administrator Lee Zeldin, and I'm cosponsoring legislation to put that fix into law."

American Exploration & Production Council (AXPC) CEO Anne Bradbury: "AXPC applauds Administrator Lee Zeldin and the EPA for taking action to improve OOOOb/c provisions that are technically infeasible, logistically impractical, or impose impossible compliance obligations on America's oil and natural gas industry. AXPC supports an effective federal methane regulatory framework that balances feasibility with operational realities while maintaining world-leading emissions standards. This proposal reflects EPA's responsiveness to the real-world implementation challenges raised by operators and represents an important step toward a workable regulatory framework that supports, not weakens, both environmental progress and responsible domestic energy production."

American Petroleum Institute (API) Senior Vice President of Policy, Economics and Regulatory Affairs Dustin Meyer: "EPA's proposed reconsideration is an important step toward addressing technical and implementation challenges in the previous administration's methane rule. We look forward to working with the Trump administration on a more workable approach that supports American energy production, provides greater regulatory certainty and advances continued emissions reductions."

Berexco LLC President Adam Beren: "Thank you President Trump and Administrator Zeldin for addressing the Biden era methane rules that would have crippled the livelihoods of over 8,500 small oil and gas producers in 33 states across the country representing, 95% of all oil and gas companies in the country.  Millions of oil and gas royalty owners, many living on fixed incomes, depend on the income generated by marginal wells that will be saved by these new rules as do rural communities across the country. American energy independence is now more secure with no appreciable negative impact on the environment."

GPA Midstream: "GPA Midstream appreciates EPA's collaborative approach to evaluating and improving implementation of methane emissions standards applicable to the oil and natural gas sector…GPA Midstream looks forward to reviewing the proposal in detail and working constructively with EPA to ensure the final rule supports environmental objectives while preserving energy reliability, operational flexibility, and continued investment in America's energy infrastructure."

Independent Petroleum Association of America (IPAA) President and CEO Edith Naegele: "IPAA was honored to join President Trump and Administrator Zeldin for the announcement of revisions to federal methane regulations that will reflect the realities facing America's independent oil and natural gas producers… We applaud the Trump Administration for taking a thoughtful look at OOOO and recognizing the vital role that marginal wells play in supporting American jobs, strengthening local communities, and enhancing our nation's energy security…The EPA's action reaffirms that America's energy leadership is built not only by the largest producers, but also by the hundreds of thousands of marginal wells and the men and women who operate them every day. Their entrepreneurial spirit, commitment to responsible development, and dedication to keeping America powered deserve recognition and support."

Marcellus Shale Coalition President Jim Welty: "We applaud President Trump and his administration for their leadership in eliminating burdensome and duplicative regulations that impose significant costs with little additional environmental benefit. Pennsylvania's natural gas operators have long operated under some of the nation's strictest leak detection and repair requirements. Combined with continued investments in advanced technologies and operational improvements, these efforts have helped achieve among the lowest methane emissions intensities in the world."

National Stripper Well Association (NSWA) Chairman Patrick Montalban: "Marginal wells are not marginal to America. They heat rural homes, run family farms and ranches, pay royalties to millions of mineral owners, and fund local schools and hospitals. By creating a separate category for these wells instead of a one-size-fits-all mandate, President Trump and Administrator Zeldin are listening to the small producers who keep them online. NSWA thanks EPA for this common-sense approach and will provide detailed comments to help get the final rule right."

Ohio Oil & Gas Association President Rob Brundrett: "The Ohio Oil & Gas Association supports the U.S. EPA's efforts to make methane regulations more practical, workable, and focused on measurable environmental results. We appreciate the hard work and time spent by the administration and agency staff in this reconsideration. We are pleased to see that EPA heard the concerns raised by Ohio producers and has made significant strides in addressing issues related to marginal wells, associated gas, pneumatic controls, covers and closed vent systems, and the Super Emitter Program. These are important improvements that recognize the operational realities of producing natural gas while still advancing environmental objectives… We believe this proposal provides an opportunity to build on the progress already being made, and OGA welcomes the opportunity to review it in greater detail with our members and work constructively with EPA to ensure the final rule is consistent, effective, and durable."

Pennsylvania Grade Crude Oil Coalition President David Clark: "For years, Pennsylvania's small conventional oil and gas producers have been sounding the alarm that the Biden administration's methane regulations failed to recognize the fundamental differences between high-producing unconventional wells and Pennsylvania's historic, low-pressure, low-volume conventional wells. President Trump and Administrator Zeldin deserve our sincere appreciation for listening to the people who actually operate these wells and for advancing a common-sense, science-based approach that recognizes both environmental responsibility and economic reality."

Pennsylvania Independent Oil and Gas Association (PIOGA) Executive Director Dan Weaver: "PIOGA heartily thanks President Trump, Administrator Zeldin, Regional Administrator van Blarcom-Lackey and their respective staffs for recognizing how burdensome the Biden-era methane regulations were on producing affordable energy for Pennsylvanians. Their efforts will help ensure that the millions of Americans that rely on locally-sourced natural gas and oil will continue to be able to heat and power their homes, farms, and small businesses, while at the same time keeping durable and sensible environmental protections in place. PIOGA looks forward to working closely with EPA and our state regulatory partners in finalizing these commonsense changes."
