Constituent Update - August 28, 2026

FSIS Leadership Update

FSIS is announcing leadership changes that continue positioning the agency to effectively deliver on its food safety mission and support its strategic framework of strong people, smart systems and safe food.

Mr. Jeremy "Todd" Reed has been named Deputy Administrator for Science and Policy in the Office of the Administrator (OA). Reed brings decades of experience and expertise to this position and has served in several leadership positions within FSIS. Mr. Reed has been serving as FSIS' Chief Operating Officer since 2018.

Additional leadership changes were made in OA, the Office of Public Health Science (OPHS) and the Office of Public Affairs and Training (OPAT). Ms. Karen Hunter will be acting as Chief Operating Officer in OA. Within OPHS, Dr. Gabrial Eddings, Dr. Joanna Zablotsky-Kufel and Ms. Kimberly Nguyen will be acting as Assistant Administrator, Deputy Assistant Administrator and Executive Associate for Laboratory Services, respectively. Ms. Atiya Khan will be acting as Assistant Administrator of OPAT.

FSIS Expands Multi-Residue Methods to Support New World Screwworm Response

FSIS is updating its analytical capacity to expand monitoring for chemical residues associated with veterinary drugs used to treat and prevent New World Screwworm across additional livestock species. In alignment with the Constituent Update posted on July 31, 2026, FSIS laboratories are expanding the multi-residue methods employed under the National Residue Program to monitor analytes associated with newly approved or authorized NWS treatments. CLG-MEGA1 screening is being extended to include ovine, caprine, and porcine muscle. CLG-MRM3 screening and confirmation are likewise being extended to include ovine, caprine, and porcine muscle and kidney. This expansion builds on the July 17 announcement, which added fluralaner and propoxur to these methods for bovine muscle and kidney samples.

The updated methods will be posted to the Chemistry Laboratory Guidebook page of the FSIS website no later than September 1, 2026. Please direct questions regarding specific elements of any method to the USDA website via askFSIS.

Export Library Update for the European Union

Beginning September 3, 2026, the EU will implement Article 118 of Regulation (EU) 2019/6 and will only accept products of animal origin from countries that comply with these requirements. FSIS has revised the Export Library for the European Union (EU) to include the updated FSIS Letterhead Certificates used for commercial shipments of beef, pork, poultry, and egg products exported for entry into the EU. Exporters must begin using these updated certificates, effective immediately. A transition period will be in place from August 28 through September 3, 2026. During this time, the EU will continue to accept previous versions of export certificates, provided they were certified by an FSIS veterinarian on or before September 3, 2026. Any certificates for commercial beef, pork, poultry, or egg products certified after that date must use the updated version.

FSIS Posts National Residue Sampling Report and Data

FSIS' National Residue Program Quarterly Report (January-March 2026) and associated datasets are now available on the FSIS website. The report and datasets include residue sampling data for domestic surveillance, inspector-generated and import sampling programs for the second quarter of fiscal year 2026. The quarterly report summarizes the chemical residue results for the U.S. National Residue Program for meat, poultry, and egg products, helping to ensure a safe food supply. Beginning in this quarterly residue report, FSIS will include city and state information for all detected veterinary drug and pesticide residues in domestic surveillance and inspector-generated samples.
