Brian K. Leyda appointed to lead Procurement Services Directorate and DITCO at DISA

The Defense Information Systems Agency announced the appointment of Brian K. Leyda as the new Procurement Services Executive and Director of the Defense Information Technology Contracting Organization. In this critical dual-hatted role, Leyda will provide executive leadership and strategic guidance for the procurement of information technology, cyber, cloud and telecommunications for the Department of War, overseeing a contracting portfolio valued at more than $42 billion.
Leyda brings a wealth of experience to DISA, having most recently served as the Vice Procurement Services Executive since December 2025. In that position and throughout his extensive career across multiple federal agencies, he has demonstrated outstanding leadership, making him uniquely qualified to lead this critical procurement portfolio. His career is marked by transformational leadership in federal procurement, contract policy, and strategic acquisition operations.
"I am thrilled to have Mr. Leyda leading our Procurement Services Directorate and DITCO," said Jason Martin, Director, Acquisition and Component Acquisition Executive. "He brings a wealth of experience, strategic vision, and deep expertise from both inside and outside DISA, which will be instrumental in advancing our procurement mission and increasing speed of delivery."
Leyda's career in federal service began in 2009 as a Price/Cost Analyst with the Army Contracting Command at Aberdeen Proving Ground, following a successful career in the private sector. In 2012, Leyda joined DISA, beginning over a decade of dedicated service where he held several key positions. In 2019, he was selected as the Division Chief and Chief of the Contracting Office for DITCO Europe in Stuttgart, Germany, where he oversaw a telecommunications portfolio providing mission-critical services across Europe, Africa, and Southwest Asia. He returned to DISA headquarters in 2022 as the Technical Director and Acting Civilian Deputy for the Procurement Services Directorate, focusing on streamlining and acquisition accelerators. Between 2023 and 2025, Leyda brought his expertise to other agency partners, serving as Deputy Director (Policy) in the Office of Procurement at NASA's Goddard Space Flight Center and as Division Director of Corporate Services at the USPTO, before returning to DISA.
"I am incredibly proud to step into this role and lead an elite team of professionals in the Procurement Services Directorate," Leyda said. " By pairing their deep expertise with modern acquisition accelerators and streamlining initiatives, we are evolving outdated processes to accelerate delivery, bringing critical solutions to the warfighter exactly when and where they need them most."
Leyda holds a Bachelor of Science in History from Towson University and a Master of Business Administration from the University of Baltimore. He is Level III certified in contracting and Level II certified in both program management and cyber procurement. Additionally, he is a 2023 graduate of the Excellence in Government Fellows program.
