KDADS Appoints Scott Anglemyer as New Governmental Affairs Manager

TOPEKA - Kansas Department for Aging and Disability Services (KDADS) Secretary Laura Howard today announced the appointment of Scott Anglemyer as Governmental Affairs Manager. Mr. Anglemyer will officially begin his duties on January 20, 2026.

With more than three decades of experience in policy research, advocacy, and executive leadership within the state, Anglemyer brings a wealth of expertise to the agency. He most recently served as the Director of Policy Research and Analysis at the Community Care Network of Kansas. In this role, he led federal and state policy advocacy and helped secure a nearly 50% increase in state appropriations for primary care services for uninsured Kansans.

"I am very familiar with Scott's work and his commitment to the people of Kansas," KDADS Secretary Laura Howard said. "His extensive experience with the legislative process and his proven ability to build consensus make him exceptionally well-qualified to lead our governmental affairs efforts."

Mr. Anglemyer possesses significant legislative expertise, having served as a registered lobbyist for nearly 10 legislative sessions with broad experience drafting legislation and providing formal testimony. His executive leadership background includes tenures as the Executive Director of the Kansas Association of Community Action Programs (KACAP) and Workforce Partnership, where he managed multi-million-dollar budgets and large professional teams. His career in state service includes more than a decade with the Kansas Department of Commerce, where he held roles as a research analyst and program manager.

In his role at KDADS, Anglemyer will work in tandem with the chief of staff to coordinate the agency's legislative agenda and maintain important relationships with local, state, and federal stakeholders.

Anglemyer holds a Master of Arts in Political Science from the University of Michigan and a Bachelor of Arts from Emporia State University. He is also a graduate of the Doniphan Leadership Institute at William Jewell College.
