~ Access Plans Include Zero-Dollar Copays for Children to See a Primary Care Physician; Also Include Zero-Dollar Preventive Care, Maternity Coverage and Prescription Drug Benefit ~
MERIDIAN, Idaho, FEBRUARY 2, 2026 - Blue Cross of Idaho has reintroduced its Access enhanced short-term plans, offering Idahoans additional health coverage options designed for individuals and families who may need coverage outside the Affordable Care Act (ACA) marketplace.
"Blue Cross of Idaho is committed to offering health coverage options that meet Idahoans where they are," said Steve Synott, Vice President of Commercial Markets for Blue Cross of Idaho. "With ongoing uncertainty at the federal level and gaps that can arise outside open enrollment, Access plans provide a regulated option for people looking for coverage that fits their budget and healthcare needs."
Blue Cross of Idaho now offers three Access plan options:
All Access plans include maternity benefits, prescription drug coverage with low-cost generic options, and zero-dollar copays for children's primary care visits. The plans are available statewide in all 44 Idaho counties.
"Some Idahoans are reassessing their coverage options due to higher costs or changes in federal subsidies," said Synott. "Access plans give people the ability to review their options, understand the benefits and costs upfront, and choose coverage that aligns with their individual needs and budget."
Access plans are offered in compliance with Idaho law and state insurance regulations and are renewable for up to 36 months. They use Blue Cross of Idaho's broad PPO network, which includes more than 96% of physicians statewide, as well as nearly all hospitals and urgent care centers in Idaho.
Coverage begins on the first day of the month following acceptance of the offer when the application is submitted by the 21st of the prior month. For example, an application accepted on January 19, 2026, would result in coverage effective February 1, 2026. Unlike ACA plans, Access plans are available for enrollment year-round.
Access plans are underwritten based on current health information provided on the plan application. Additionally, there is a 12-month waiting period for preexisting conditions, although that period can be greatly reduced or even eliminated if the applicant has prior creditable health coverage before purchasing an Access plan.
