SBE Council Statement in Support of the “Packaging and Claims Knowledge” (PACK Act), H.R. 6832

The following statement of support for the "PACK Act" ( H.R. 6832 ) may be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:

"Small business owners and entrepreneurs need clear, consistent rules in order to sell and compete across state lines. The current patchwork of state laws governing recyclability labeling creates compliance complexity and higher costs for businesses and confusion for consumers. The PACK Act is a practical solution that will reduce this uncertainty by establishing a science-backed uniform federal standard for recyclability labeling governed by the Federal Trade Commission (FTC)."

"Retailers and their suppliers are facing differing state requirements for making recyclable, compostable, and reusable claims. This fragmented approach creates challenges for small businesses operating across state lines by making it harder for them to communicate accurate information to consumers. The PACK Act would vest primary authority in the FTC to oversee these standards while creating a national baseline for consumer packaging claims."

"By replacing conflicting and varying rules with a clear national framework, the PACK Act will help small businesses avoid unnecessary compliance burdens and reduce friction in interstate commerce. SBE Council appreciates Congressman Randy Weber's (R-Texas) leadership in introducing this bill to promote recycling, common sense, efficiency and better environmental outcomes."
