Consular Assistance and Protection, Strategic Pillars of Mexico's Support for Nationals Abroad

Consular assistance and protection for Mexicans abroad became a strategic pillar of the Mexican Government's foreign policy and one of the most effective tools to defend their rights, dignity and well-being. Following the instructions of President Claudia Sheinbaum Pardo, Mexico's diplomatic and consular representations responded promptly to 176,827 cases, of which 97% were handled by Mexico's consulates in the United States.

The Ministry of Foreign Affairs provided consular support in a challenging international environment, reaffirming Foreign Secretary Juan Ramón de la Fuente's pledge that no Mexican abroad goes without support. The Ministry provided services ranging from legal representation and assistance to gender-responsive care, repatriations, detention center visits and preventive actions to empower the community.

Mexico's network of 53 consulates in the U.S. expanded their legal efforts by holding Legal Advisory Weeks on key topics for protecting and defending the rights of nationals. The consulates held 1,479 events that provided in-person and virtual assistance to more than 1,180,697 people.

The Ministry reinforced its legal strategy with the External Legal Advisory Program (PALE) as its organizing axis, along with a broad network of partners and legal groups on criminal, immigration, labor and family cases, handling 3,838 cases.

To safeguard the rights of Mexicans detained by U.S. authorities, the consular network made 9,617 visits to detention centers and provided 17,597 legal consultations.

The Consular Support Hotline, also known as the Center for Information and Assistance for Mexicans (CIAM), answered more than 202,457 calls from nationals in the United States and Canada, increasing the effectiveness of this hotline for families requiring immediate guidance and support.

The Ministry strengthened the "Know and Exercise Your Rights" campaign as part of its efforts to raise awareness among the Mexican community abroad. The consular network held 21,400 preventive protection events and more than 4,900 open-door meetings.

The Ministry also responded to emergencies and urgent situations involving armed conflicts and natural disasters with its 79 embassies, 72 consulates, 3 liaison offices, 1 interests section and 176 honorary consulates worldwide. The policy of outreach and comprehensive services for women (VAIM) was consolidated at all of Mexico's representations around the world, in line with Mexico's feminist foreign policy.

The Mexican Government maintains an unbreakable bond with every Mexican living abroad, regardless of circumstances or location. The Government upholds this commitment through its consular assistance and protection work.

For 2026, the Ministry of Foreign Affairs will continue strengthening its consular assistance and protection work to ensure the security, dignity and wellbeing of all Mexicans abroad.
