Hoyer Statement Calling for the Immediate Delivery of Military Assistance to Ukraine
WASHINGTON, DC - Today, Congressman Steny H. Hoyer (MD-05) released the following statement urging the Pentagon to ensure immediate delivery of the $400 million that was authorized in the FY2026 National Defense Authorization Act for the Ukraine Security Assistance Initiative:
"On September 16, Congress sent the President bipartisan sanctions legislation that can substantially degrade Russia's ability to wage war. This was a major step toward ending the war in Ukraine with a victory that can secure its freedom, sovereignty, and territorial integrity. But it cannot and must not be the only immediate step we take. The signing of that law should be accompanied by the transfer of $400 million in military assistance already authorized and appropriated by Congress for FY26.

"When Members of Congress visited Ukraine in early September, they heard from the first deputy speaker of its parliament and the secretary of its national defense council that delivery of that assistance was the next-highest priority. The Ukrainians have told us that, to date, they have not received any part of it!
"I urge the Pentagon immediately to deliver to Ukraine the resources that have been appropriated. I also ask the Administration to deliver the second tranche of $400 million, which has also been authorized, as soon as it is appropriated. America should lead in this defense of democracy, sovereignty, and international law."
