Energy Facility Siting Council to Meet June 26

SALEM - The next regularly scheduled meeting of Oregon's Energy Facility Siting Council will be held on Friday, June 26, 2026. Attendance will be open to the public both in person in Salem, OR and virtually using the online Webex platform. Please see the meeting agenda for more detailed information, including meeting time and instructions on how to attend virtually.

The main items on the Council's agenda include:

Sunstone Solar Project Request for Amendment 1 to Transfer - (Transfer Hearing and Potential Action Item) - The facility is an approved but not yet constructed 1,200 MW solar power generation facility that would use or occupy up to 9,442 acres (14.7 sq. miles) in Morrow County. Request for Amendment 1 proposes to transfer ownership of the site certificate from Sunstone Solar 1, LLC to Oregon Solar 1, LLC, a wholly owned subsidiary of Amazon.com, Inc.

Compliance Rulemaking (Action Item) - Thomas Jackman, EFSC Rules Coordinator. Council will consider whether to formally initiate the rulemaking by directing staff to file a Notice of Proposed Rulemaking with the Oregon Secretary of State.

2026 Carbon Dioxide Emissions Offset Rate Rulemaking (Action Item) - Thomas Jackman, EFSC Rules Coordinator. Council will consider whether to formally initiate the rulemaking by directing staff to file a Notice of Proposed Rulemaking with the Oregon Secretary of State. The Council's carbon dioxide emissions offset rate may be increased or decreased by no more than 50% every two years.

Executive Order 25-29 - Reducing Greenhouse Gas Emissions and Advancing Oregon's Clean Energy Future - Oregon Department of Energy Draft Reports Presentation (Information Item & Public Comment Period)

  • Todd Cornett, Assistant Director for Siting and Council Secretary will provide an overview of Executive Order 25-29 and the Section 2(C) report, Streamline Clean Energy Siting.

  • Joni Sliger, Senior Clean Electricity and Markets Analyst will provide an overview of the Section 2(a) report, Reduce Barriers to Clean Energy Deployment.

  • Public Comment - The Council will allow members of the public to provide comment on the Executive Order draft reports. The duration of the time for individual commenters is 3 minutes, unless lengthened by the Chair.

  • Council deliberation and comments.
