For some time now, we have been observing, both in the foreground and behind the scenes, intense discussions on the use of frozen Russian assets to finance Ukraine.

Various scenarios are in contention and the two most prevalent are: Recourse to borrowing from the EU budget and the creation of a 'reparations loan' using Russian assets.

It is not impossible that the veto could be bypassed, both by Belgium and by other States that may express opposition.

In view of the above:

  • 1.How does the Commission ensure that the use of these assets is lawful and that there will be no retaliation from Moscow?
  • 2.In what ways will the Commission protect European taxpayers in the event of retaliation and in the event that these practices are deemed unlawful?
