St. Lawrence County Man Charged with Possessing Child Pornography

Tyler C. Windoloski, age 32, of Massena, New York, appeared in federal court last month on a charge of possessing child pornography. Windoloski appeared before United States Magistrate Judge Gary L. Favro and was detained pending a trial.

First Assistant United States Attorney John A. Sarcone III and Anthony Patrone, Acting Special Agent in Charge of the Buffalo Field Office of Homeland Security Investigations (HSI), made the announcement.

The complaint filed against Windoloski alleges that he possessed numerous images and videos of child pornography on a cellphone, including material depicting the sexual abuse of children as young as three years old. The cellphone was discovered on August 25, 2026, in connection with searches of his home and person. Windoloski is a registered sex offender based on a 2018 New York state conviction for a child pornography-related offense.

First Assistant U.S. Attorney Sarcone stated, "Despite being prosecuted by the state for similar conduct in 2018 involving child pornography, this defendant, as alleged, has demonstrated once again, that he is a serious danger to our community and especially to our children. Now that he is in federal court, as a registered sex offender, he faces a mandatory minimum sentence of 10 years in federal prison. We will not stop our efforts to investigate and prosecute sex offenders when they harm children."

"Tyler Windoloski is alleged to have possessed numerous images and videos of that material, including depictions of children as young as three years old," said HSI Buffalo Acting Special Agent in Charge Anthony Patrone. "The public should understand that offenders who collect this material help sustain a criminal marketplace that revictimizes children every time these images and videos are possessed, viewed, or shared. HSI Massena will continue to stand shoulder to shoulder with our federal, state, and local partners to identify offenders, protect children, and bring these cases before the courts."

Because of Windoloski's prior conviction, the charge filed against him carries a term of imprisonment of between 10 to 20 years, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life. Windoloski will also be required to continue registering as a sex offender upon his release from federal prison.

A defendant's sentence is imposed by a judge based on the particular statutes the defendant is convicted of violating, the U.S. Sentencing Guidelines and other factors. The charges in the complaint are merely accusations. The defendant is presumed innocent unless and until proven guilty.

This case was investigated by HSI with assistance from the Massena Police Department. The case is being prosecuted by Assistant U.S. Attorney Adrian S. LaRochelle as part of Project Safe Childhood.
