ASEAN Leaders’ Declaration on Enhancing Cooperation in Locating and Arresting Criminal Fugitives

WE, the Association of Southeast Asian Nations (ASEAN), namely Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People's Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Viet Nam, gathered in Kuala Lumpur, Malaysia on the occasion of the 47th ASEAN Summit on 26 October 2025;

EXPRESSING deep concern over the increasing number of transnational crime cases, especially cybercrime, online scams, trafficking in persons (TIP), terrorism, illicit drug trafficking, money laundering, and other related crimes among others, occurring in the region, with increasingly complex natures and severity due to the impact of the global and regional situations;
