On the instructions of President Claudia Sheinbaum, the nomination of Esteban Moctezuma Barragán as Ambassador Extraordinary and Plenipotentiary of Mexico to the Kingdom of Belgium and the European Union, with concurrent accreditation to the Grand Duchy of Luxembourg, was sent to the Permanent Commission of the Mexican Congress.
Pending his confirmation process in the Mexican Senate, he will first be responsible for coordinating ratification of the Modernized Global Agreement (MGA) with all of Mexico's missions in European Union member states. Additionally, following the recent signing of the MGA by President Sheinbaum and European Commission President Ursula von der Leyen on May 22 at the National Palace, President Sheinbaum has charged Moctezuma Barragán with coordinating a strategy with the various European Union countries to increase trade, generate new investment, and take full advantage of the opportunities this agreement offers Mexico.
Esteban Moctezuma holds a degree in Economics from the National Autonomous University of Mexico (UNAM) and a master's degree in Development from the University of Cambridge in the United Kingdom. He also brings a long record of public service to Mexico, having served as Secretary of the Interior from 1994 to 1995; Secretary of Social Development from 1998 to 1999; Senator in the 57th Legislature, from 1997 to 2000; Secretary of Public Education from 2018 to 2021; and, most recently, as Ambassador of Mexico to the United States from March 2021 to May 2026.
