Security criteria for cloud services to be updated with launch of new national criteria library

The Ministry of Finance and the Finnish Transport and Communications Agency are developing joint assessment criteria for cloud services and are now requesting comments on the draft instructions. The first stage of development will focus on the security of using cloud services.

The Ministry of Finance develops assessment criteria for public administration. As part of this work, the ministry is working with the Finnish Transport and Communications Agency to develop a national criteria library and draft the cloud service criteria included in the library.

The instructions will be completed after a consultation round and pilot assessments. They will then replace the Criteria for Assessing the Information Security of Cloud Services (PiTuKri) published by the Finnish Transport and Communications Agency and the cloud services sections of the Assessment Criteria for Information Security in Public Administration (Julkri) published by the Information Management Board. The plan is to supplement the criteria library with other subject areas later.

Work on the cloud criteria was begun in early 2025. The guidelines set for the work were to:

• make extensive use of existing western cloud security criteria and best practices of international authorities;
• account for the particular risks associated with national security classifications; and
• support risk management efforts by public authorities.

Over the course of the work, it was found that no single existing framework met Finland's national needs. There was a clear need to combine, update and supplement best practices from a number of sources.

Comments are now requested on the draft instructions. The deadline for comments is 13 April 2026. Please send comments primarily through the Lausuntopalvelu.fi public consultation service. The cloud criteria are scheduled to be completed in the autumn of 2026.
