Grover Beach Approves Construction Contract for Sewer Upgrades Project

On Sept. 22, the Grover Beach City Council approved a $3.4 million contract with Souza Construction Company, Inc. to launch a major sewer system upgrade project that will modernize the City's aging infrastructure and prepare for future needs.

The project was developed from the City's Sewer Master Plan, which identifies critical upgrades needed to accommodate projected sewer flows over the next 30 years. Construction is scheduled to begin this fall and will significantly improve the reliability and performance of the City's sewer system.

"These upgrades are vital to maintaining a reliable sewer system that will serve Grover Beach well into the future," said Grover Beach Mayor Kassi Dee. "Our City is committed to making proactive investments in core infrastructure to ensure long-term stability and protect the quality of life for our residents."

Grover Beach's 2025 Wastewater Rate Study showed that much of the City's sewer infrastructure is several decades old and nearing the end of its useful life. This project represents a major step toward ensuring the continued delivery of safe, reliable wastewater services.

The system improvements involve the upsizing of existing 8", 10", and 12" clay sewer mains to new 10", 12", and 18" HDPE sewer mains, which are more flexible and durable. Sewer mains will be replaced on the following street segments:

• Manhattan Ave (from the west end to S. 4th Street)
• S. 4th Street (from Manhattan Ave to Longbranch Ave)
• N. 8th Street (from West Grand Ave to Ramona Ave)
• Ramona Ave (from North 8th Street to North 9th Street)
• N. 9th Street (from Ramona Ave to Atlantic City Ave)
• Highland Way (from Griffin St to 340 ft East) and Griffin St (from Highland to Calvin Court)
• Rockaway Ave (from S. 4th Street to S. 9th Street)

The project follows the City Council's June 9 adoption of a new sewer rate structure and is funded through a bond issuance approved by the Council on Sept. 8, ensuring the City can make these critical investments without delay.
