Reps. Roy and Tiffany Press for Answers on China-Linked Birth Tourism

Washington, D.C. - Today, Representatives Chip Roy (R-TX) and Tom Tiffany (R-WI) sent a letter to Homeland Security Secretary Kristi Noem, Secretary of State Marco Rubio, and Interior Secretary Doug Burgum pressing for answers over whether China is exploiting U.S. birthright citizenship and visa-less immigration programs in the Commonwealth of the Northern Mariana Islands-a U.S. territory-to secure long-term influence inside the United States.

"American citizenship is a sacred trust - not a loophole to be exploited," said Rep. Roy. "When foreign adversaries like the Chinese Communist Party can leverage birth tourism and visa-less programs to gain influence within our borders, we must restore integrity to our immigration system and defend the sovereignty of our Republic."

33 House Republicans co-signed the letter including: Representatives Eli Crane (R-AZ), Scott Perry (R-PA), Andy Ogles (R-TN), Barry Moore (R-AL), Byron Donalds (R-FL), Randy Fine (R-FL), Mary Miller (R-IL), Ben Cline (R-VA), Ralph Norman (R-SC), Russell Fry (R-SC), Nancy Mace (R-SC), Lance Gooden (R-TX), Paul Gosar (R-AZ), Harriet Hageman (R-WY), Michael Cloud (R-TX), Warren Davidson (R-OH), Elise Stefanik (R-NY), Anna Paulina Luna (R-FL), Pat Harrigan (R-NC), Julie Fedorchak (R-ND), Andy Biggs (R-AZ), Andrew Clyde (R-GA), Clay Higgins (R-LA), Ronny Jackson (R-TX), Riley Moore (R-WV), Brian Babin (R-TX), Andy Harris (R-MD), Keith Self (R-TX), Wesley Hunt (R-TX), Mike Haridopolos (R-FL), Mark Harris (R-NC), Josh Brecheen (R-OK), and August Pfluger (R-TX).

Excerpts:

"As you work tirelessly to secure our borders and immigration system to uphold the sovereignty and security interests of our nation, we write regarding an alarming report that the People's Republic of China (PRC) is exploiting birthright citizenship and immigration parole programs created by the Obama and Biden administrations.

A January 17, 2025, news article estimates there are at least 750,000 and as many as 1.5 million Chinese nationals with U.S. citizenship who likely obtained it through a combination of the U.S.'s absurd birthright citizenship policies and the resulting birth tourism industry. As you know, pursuant to birthright citizenship, the children of foreign nationals including illegal aliens, are automatic U.S. citizenship if they were born on American soil. And through birth tourism, expecting mothers from abroad intentionally traveling to the U.S. and give birth, so they can reap the benefits of their child being a U.S. citizen.

Further, the news report points out that this cohort of U.S.-born Chinese nationals is approaching adulthood, potentially allowing them to vote in U.S. elections despite being largely raised in China and lacking firm ties or allegiance to the United States, despite their American citizenship. The possibility of hundreds of thousands of individuals from a hostile nation voting in American elections, thereby influencing critical policy decisions of our constitutional republic, erodes the meaning of U.S. citizenship and our right to self-determination as a nation."

"While some may claim these lax immigration programs are vital to the CNMI's economy, they do not prioritize the national security interests of the American people, as these programs have served as pipelines to American citizenship for illegal aliens seeking economic opportunity and those who are bad actors. We respectfully urge you to end any parole, VWP, or any visa-less programs extended to Chinese citizens and to please provide an accounting of the extent to which birth tourism has been exploited by the PRC."

Fox News' Morgan Phillips wrote an exclusive on the letter, which you can read here.
