Sanctioning Entities Trading in Iranian Petroleum and Petrochemicals

Today, the Department of State is sanctioning approximately 40 individuals, entities, and vessels to stem the flow of revenue that the Iranian regime uses to support terrorism abroad. These targets have been involved in the trade of Iranian petroleum and petrochemical products that generate hundreds of millions of dollars of revenue for the Iranian regime. The designations include some of the largest buyers of Iranian petrochemical products by volume and value, as well as the leadership of the companies involved in the trade.

The Iranian regime continues to fuel conflict in the Middle East and fund its destabilizing activities. This behavior enables Iran's ability to fund its nuclear program, support terrorist groups, and disrupt trade and freedom of navigation in waterways crucial to global prosperity and economic growth. The United States will continue to take action against the network of terminal operators, port agents, shippers, brokers, and service providers involved in the trade of Iranian crude oil, petroleum products, and petrochemical products.

The Department of the Treasury is simultaneously sanctioning approximately 60 individuals, entities, and vessels for their roles in facilitating the shipment of oil and liquified petroleum gas (LPG) from Iran to overseas end users. All Department of State targets are being designated pursuant to Executive Order (E.O.) 13846, which authorizes and reimposes certain sanctions with respect to Iran.

Targeting of Iran's Petrochemical Networks

Iran's petrochemical industry and exports are a critical sector of the Iranian economy that has grown in recent years to generate billions of dollars in illicit funds for Iran's destabilizing activities. Like the regime's illicit oil exports, Iranian petrochemical products are frequently transshipped through intermediaries in third countries to obfuscate their origin. Today's action targets those intermediaries, as well as the buyers of Iranian petrochemical products. It also includes the first China-based terminal that the United States has designated for receiving Iranian-origin petrochemical products.

JIANGYIN FOREVERSUN CHEMICAL LOGISTICS CO., LTD. (FOREVERSUN) is a China-based operator of a petrochemical terminal located in Jiangyin, China. On February 2, 2025, FOREVERSUN facilitated the port call and discharge of Iranian-origin petrochemical products from U.S.-designated vessel SUNRISE (IMO: 9615092), which is linked to the U.S.-designated NATIONAL IRANIAN TANKER COMPANY. FOREVERSUN has received at least five discharges of Iranian-origin petrochemical products from SUNRISE and a further five discharges from other vessels transporting Iranian-origin liquid petrochemical products since August 2023.

FOREVERSUN is being designated pursuant to section 3(a)(iii) of E.O. 13846 for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

HENGYANG PETROCHEMICAL LOGISTICS LIMITED (HENGYANG) is a Singaporean registered but China-based petrochemical logistics and storage service provider. HENGYANG owns and controls FOREVERSUN, which serves as its principle operating entity.

HENGYANG is being designated pursuant to section 3(a)(v) of E.O. 13846 for owning or controlling FOREVERSUN, with knowledge that FOREVERSUN engaged in the activities referred to in section 3(a)(iii) of E.O. 13846.

GU WENLONG is a Chinese national and the Chief Executive Officer and Chairman of FOREVERSUN and the Chief Executive Officer and Executive Director of HENGYANG.

GU WENLONG is being blocked pursuant to section 5(a)(vii) of E.O. 13846 as a principal executive officer or person performing similar functions and with similar authorities, of FOREVERSUN.

Targeting Importers and Exporters of Iranian Petrochemical Products

These sellers, buyers, and leadership of trading companies, across multiple jurisdictions, are being designated for their ties to Iran's petrochemical products trade.

DINA PETROKIMYA SANAYI TICARET ANONIM SIRKETI (DINA PETROKIMYA) is a Türkiye-based petrochemical trading company that imported approximately $400,000 worth of Iranian-origin petrochemical products from multiple companies, including U.S.-designated JAM PETROCHEMICAL COMPANY, between January and September 2024. These shipments included products such as polyethylene.

DINA PETROKIMYA is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

C. J. SHAH AND CO. (C. J. SHAH) is an India-based petrochemical trading company that imported approximately $44 million worth of Iranian-origin petrochemical products from multiple companies, including U.S.-designated ALSEERAH TRADING LLC, between January 2024 and January 2025. These shipments included products such as toluene.

C. J. SHAH is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

CHEMOVICK PRIVATE LIMITED (CHEMOVICK) is an India-based petrochemical trading company in India that imported more than $7 million worth of Iranian-origin petrochemical products from U.S.-designated SOLVENT ORGANICS FZE between 2024 and 2025. PIYUSH MAGANLAL JAVIYA is a Director of CHEMOVICK.

CHEMOVICK is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

PIYUSH MAGANLAL JAVIYA is being blocked pursuant to section 5(a)(vii) of E.O. 13846 as a principal executive officer, or person performing similar functions and with similar authorities, of CHEMOVICK.

YESIL BASAK TARIM SANAYI VE TICARET LIMITED SIRKETI (YESIL BASAK) is a Türkiye-based company that imported approximately $840,000 worth of Iranian-origin petrochemical products from Iran-based KERMANSHAH PETROCHEMICAL INDUSTRIES CO. between February and March 2024. These shipments included products such as urea.

YESIL BASAK is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

KERMANSHAH PETROCHEMICAL INDUSTRIES CO. (KERMANSHAH PETROCHEMICAL) is an Iran-based petrochemical trading company that exported approximately $840,000 worth of Iranian-origin petrochemical products to YESIL BASAK between February and March 2024. These shipments included products such as urea.

KERMANSHAH PETROCHEMICAL is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

B K SALES CORPORATION (B K SALES) is an India-based petrochemical trading company that imported approximately $235 million worth of Iranian-origin petrochemical products from multiple companies, including GOLDEN INTERNATIONAL FZE, between January 2024 and February 2025. These shipments included products such as methanol.

B K SALES is being designated pursuant to section 3(a)(iii) of E.O. 13846 for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

GOLDEN INTERNATIONAL FZE (GOLDEN INTERNATIONAL) is a United Arab Emirates-based company that exported Iranian-origin petrochemical products to B K SALES between September 2024 and February 2025. These shipments included products such as methanol.

GOLDEN INTERNATIONAL is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

MIKROTEKNIK KIMYEVI MADDELER LABORATUVAR MALZEMELERI VE CIHAZLARI SANAYI TICARET LIMITED SIRKETI (MIKROTEKNIK) is a Türkiye-based chemical company that imported approximately $3 million worth of Iranian-origin products, including petrochemical products, from multiple companies, including SOFT AIR GENERAL TRADING L.L.C and U.S.-designated MARUN PETROCHEMICAL COMPANY, into Türkiye in just a nine-month period.

AYKUT YAVRUCU (AYKUT) is a Turkish national and the company manager of MIKROTEKNIK.

SOFT AIR GENERAL TRADING L.L.C (SOFT AIR) is a United Arab Emirates-based company that exported Iranian-origin petrochemical products to Türkiye-based MIKROTEKNIK.

MIKROTEKNIK and SOFT AIR are being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

AYKUT YAVRUCU is being blocked pursuant to section 5(a)(vii) of E.O. 13846 for as a principal executive officer, or person performing similar functions and with similar authorities, of MIKROTEKNIK.

ABY PLASTIK AMBALAJ VE ENERJI SANAYI TICARET ANONIM SIRKETI (ABY PLASTIK) is a Türkiye-based chemicals company that imported Iranian-origin petrochemical products valued at over $16 million from multiple Iran-based companies, including U.S.-designated ARYA SASOL POLYMER COMPANY and BAKHTAR COMMERCIAL COMPANY between January and September 2024.

ABY PLASTIK is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

MODY CHEM is an India-based company that imported Iranian-origin petrochemical products from multiple companies. These shipments totaled approximately $49 million and were primarily composed of bulk shipments of methanol between January 2024 and February 2025.

MODY CHEM is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

CHEMIX TRADING L.L.C (CHEMIX) is a United Arab Emirates-based company that exported Iranian-origin petrochemical products valued at approximately $9 million to MODY CHEM between August 2024 and February 2025.

CHEMIX is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran. PAARICHEM RESOURCES LLP (PAARICHEM) is an India-based petrochemical trading company that imported over $2 million worth of Iranian-origin petrochemical products from multiple companies, including U.S.-designated SHIVNANI ORGANICS FZE, between May and November 2024. These shipments included products such as toluene.

PAARICHEM is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

INDISOL MARKETING PRIVATE LIMITED (INDISOL) is an India-based petrochemical trading company that imported approximately $74 million worth of Iranian-origin petrochemical products from U.S.-designated SOLVENT ORGANICS FZE, between January and December 2024. These shipments included products such as methanol.

NITI UNMESH BHATT (BHATT) is an Indian national and director of INDISOL. BHATT is also the 100% shareholder of INDISOL.

INDISOL is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

BHATT is being blocked pursuant to section 5(a)(vii) of E.O. 13846 as a principal executive officer, or person performing similar functions and with similar authorities, of INDISOL.

HARESH PETROCHEM PRIVATE LIMITED (HARESH PETROCHEM) is an India-based petrochemical trading company that imported approximately $10 million worth of Iranian-origin petrochemical products from multiple companies, including U.S.-designated SOLVENT ORGANICS FZE and ALSEERAH TRADING L.L.C, between January 2024 and February 2025. These shipments included products such as methanol.

KAMLA KANAYALAL KASAT (KAMLA KASAT), KUNAL KANAYALAL KASAT (KUNAL KASAT), and POONAM KUNAL KASAT (POONAM KASAT) are Indian nationals and directors of HARESH PETROCHEM. They are also shareholders of HARESH PETROCHEM.

HARESH PETROCHEM is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

KAMLA KASAT, KUNAL KASAT, and POONAM KASAT are being blocked pursuant to section 5(a)(vii) of E.O. 13846 as principal executive officers, or persons performing similar functions and with similar authorities, of HARESH PETROCHEM.

ERBIUM TRADING L.L.C is a United Arab Emirates-based company that exported Iranian-origin petrochemical products valued at approximately $65 million to multiple companies based in India between January and October 2024.

ERBIUM TRADING L.L.C is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

SHIV TEXCHEM LIMITED is an India-based petrochemical trading company that imported Iranian-origin petrochemical products from multiple United Arab Emirates-based companies, including the U.S. designated SHIVNANI ORGANICS FZE. These shipments totaled approximately $2 million.

SHIV TEXCHEM LIMITED is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

Ongoing Targeting of Iran's Shadow Fleet

These vessel management companies have been involved in the trade of Iranian petroleum and petrochemical products. The vessels managed by these entities have moved millions of barrels of Iranian crude oil, petroleum products, and petrochemical products and play a key role in the Iranian export supply chain. They have also regularly engaged in dark activity and other deceptive shipping practices, endangering other vessels and trade flows. DIMOND TOWN SHIPPING COMPANY (DIMOND) engaged in a significant transaction for the transportation of Iranian petrochemical products when PK MARIT (IMO 9235464), a vessel commercially managed by DIMOND, loaded Iranian methanol in Iran in November 2022. PK MARIT also loaded Iranian petroleum products in March 2023. DIMOND's other vessels listed below have regularly conducted dark activity for the trade of Iranian cargo:

  • TRIMA (IMO: 9252072) is a Cook Islands flagged chemical/products tanker
  • PK PHOENIX (IMO: 9326902) is a Panama flagged, chemical/products tanker
  • HAI LONG BRAVO (IMO: 9312353) is a Panama flagged, general cargo tanker

DIMOND is being designated pursuant to section 3(a)(iii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.

TRIMA, PK MARIT, PK PHOENIX, and HAI LONG BRAVO are being identified as property in which DIMOND has an interest. TETHIS SHIPPING CO (TETHIS) engaged in a significant transaction for the transportation of Iranian petroleum products when WORLD COURAGE (IMO 9289740), a vessel commercially managed by TETHIS, loaded Iranian naphtha in Iran in January 2022. WORLD COURAGE also loaded Iranian origin petrochemical products in May 2023. TETHIS' vessels listed below have regularly conducted dark activity for the trade of Iranian cargo:

  • LOANNA (IMO: 9251884) is a Palau flagged, chemical/products tanker
  • WORLD PROGRESS (IMO: 9300996) is a Cook Islands flagged, chemical/products tanker
  • WORLD PERFORMANCE (IMO: 9301005) is a Cook Islands flagged, chemical/products tanker
  • TETHIS 7 (IMO: 9251896) is a Palau flagged, chemical/products tanker
  • THANASIS (IMO: 9239989) is a Palau flagged, chemical/products tanker

TETHIS is being designated pursuant to section 3(a)(ii) of E.O. 13846 for on or after November 5, 2018, knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petroleum or petroleum products from Iran.

WORLD COURAGE, LOANNA, WORLD PROGRESS, WORLD PERFORMANCE, TETHIS 7, and THANASIS are being identified as property in which TETHIS has an interest.

SANCTIONS IMPLICATIONS

As a result of today's action, all property and interests in property of the sanctioned persons described above that are in the United States or in possession or control of U.S. persons are blocked and must be reported to the Department of Treasury's Office of Foreign Assets Control (OFAC). Additionally, all entities that are owned, either directly or indirectly, 50 percent or more by one or more blocked persons are also blocked.

All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons are prohibited unless authorized by a general or specific license issued by OFAC or exempt. These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person.

The power and integrity of U.S. government sanctions derive not only from the U.S. government's ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior.
