Post-Baccalaureate Fellowships Open New Research Pathway at Hoover

Hoover Institution (Stanford, CA)- The Hoover Institution has established a new pathway for recent college graduates to pursue consequential policy research alongside leading Hoover scholars with its new Ketterer/Vorwald Post-Baccalaureate Fellowships.

With the generous support of the Ketterer and Vorwald families, Hoover has welcomed four recent college graduates to a yearlong paid fellowship. Participants will contribute to the work of Hoover scholars and research initiatives while receiving close mentorship at a formative stage in their careers.

"The Ketterer/Vorwald Post-Baccalaureate Fellowships reflect Hoover's commitment to investing in the next generation of scholars and leaders," said Condoleezza Rice, the Tad and Dianne Taube Director of the Hoover Institution. "By pairing talented recent graduates with Hoover fellows and research programs, we are enabling them to deepen their intellectual interests, contribute to important scholarship, and explore how ideas can shape public policy. We are deeply grateful to the Ketterer and Vorwald families for making this program possible."

The program will welcome four fellows each year to engage deeply with Hoover scholars, research initiatives, and policy debates. Through hands-on research, seminars, and close mentorship, participants will gain exposure to the ideas that inform public policy and leadership.

The fellowship builds on Hoover's portfolio of educational programs designed to introduce students to public policy research and promote intellectual engagement at the secondary and postsecondary levels.

These efforts include the Hoover History Skills Academy; ongoing internships for high school and undergraduate students; student fellowships; and specialized limited-term programs such as the Hoover Institution Summer Policy Boot Camp.

K/V Fellows receive a competitive annual salary and full Stanford benefits, as well as the opportunity to take a Stanford course for credit. This support enables participants to focus fully on their intellectual development, professional growth, and career preparation

This new fellowship creates a lasting bridge between undergraduate education and future careers in scholarship and public policy, reflecting the Ketterer and Vorwald families' investment in ideas, leadership, and public impact.

Meet the Inaugural Ketterer/Vorwald Post-Baccalaureate Fellows

Nicole Benalcázar-Pavlik graduated from Stanford University in 2025 with a BA in International Relations, honors in International Security Studies, and a minor in Human Rights. Her research focuses on the intersection of international security and human rights. At Hoover, Nicole will work with Senior Fellow H.R. McMaster and the Human Security Project.

Julia Lasiota is a 2024 graduate of Stanford University, where she earned a Bachelor of Arts in History and International Relations. In 2026, she earned a Master of Arts in Russian, East European, and Eurasian Studies. At Hoover, Julia will work with Senior Fellows Larry Diamond and Michael McFaul, studying China's global media influence.

Peter Mugemancuro graduated from Stanford University in 2025, where he earned a Bachelor of Arts in Economics with distinction. At Hoover, Peter will work with Senior Fellow Peter Blair Henry and the Emerging Markets and Developing Economies Working Group.

Anna Revill is a 2026 graduate of Pomona College, where she earned a Bachelor of Arts in Politics, Philosophy, and Economics. At Hoover, Anna will work with Research Fellow Rose Gottemoeller and Distinguished Visiting Fellow Jendayi Frazer on projects related to nuclear deterrence and Hoover's ongoing engagement with Africa.
