Rep. Brad Thomas Introduces Legislation to Amend Holly Springs City Charter

ATLANTA - State Representative Brad Thomas (R-Holly Springs), chairman of the House Special Committee on Resource Management, recently introduced House Bill 1029, legislation that would amend the City of Holly Springs charter, including updates to the city's corporate boundaries and the composition of its city council.

"I have listened carefully to the voices of my constituents in both Hickory Flat and Holly Springs, and their message has been clear. Families are frustrated-not simply by growth, but by the consequences that follow when commitments are broken and agreements meant to protect our communities are ignored," said Rep. Thomas. "They experience longer commutes, worsening congestion and less time with their families. When the Holly Springs City Council chose to annex property outside the agreed-upon growth boundary-despite the explicit objection of Cherokee County-it violated a clear and established agreement. That action cannot be treated as a routine policy disagreement or glossed over as part of a broader land-use debate."

HB 1029 would amend the City of Holly Springs' current charter, approved March 18, 1980, to revise the city's boundaries, reduce the city council from five members to four and establish new council district boundaries to reflect that change.

"House Bill 1029 is focused on restoring accountability and ensuring governments uphold the commitments they make," added Rep. Thomas. "House Bill 1029 is not intended to be the final word-it is the starting point for a serious and necessary conversation."

Rep. Thomas emphasized that HB 1029 has the support of 11 of the 12 members of the Cherokee County Legislative Delegation, aligns with concerns raised by the Cherokee County Board of Commissioners and reflects the expectations of residents in both Holly Springs and Hickory Flat.

"The objective is straightforward: uphold established agreements, restore accountability, protect the trust between local governments and the communities they serve and help ensure the long-term stability of the City of Holly Springs," concluded Rep. Thomas. "I am committed to working in good faith toward a responsible solution, and I look forward to continued dialogue as this process moves forward."

Rep. Thomas encourages leadership from the City of Holly Springs, along with leaders in the Hickory Flat community, to provide input as the legislation moves through the General Assembly.
