USDA Names Trump Administration Appointees to the Delaware Farm Service Agency State Committee

Dover, Del. - Jan. 13, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Delaware USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Delaware are:

  • Donald Collins Jr., Chair (Millsboro) - Collins is managing member of a 1,450-acre grain, poultry, and beef operation in Sussex County. He is a lifelong farmer with deep community ties and decades of experience in production agriculture and has served as an advocate for agriculture through involvement on local committees.
  • Ashley L. Bonk, Member (Dover) - Bonk manages office operations for a grain and potato farming enterprise. She grew up on her family's grain and vegetable farm and is deeply rooted in Delaware agriculture.
  • Kevin A. Evans, Member (Bridgeville) - Evans is owner of a third-generation family farm established in 1943 producing watermelons, corn, soybeans, pumpkins, sweet corn, and string beans. He began farming with his father in 1996 and assumed full management of the farm in 2005. He has served on many farming boards and has previously served on the FSA state committee.
  • Frank G. Hrupsa, Member (Harrington) - Hrupsa is owner of a family farming operation that expanded the operation from 200 to 1,200 acres, including grain drying, storage, and custom farming services. He is the former president of Delaware Young Farmers and Ranchers (1974-1983) and vice president of Felton Jaycees (1982-1997).
  • Clayton J. Vincent, Member (Laurel) - Vincent is co-owner and treasurer of a fourth-generation family farm operating 4,830 acres across multiple states. Has served on various agricultural boards and committees and participated in initiatives related to crop sustainability, rural economic development, and industry collaboration

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
