Georgia Woman Sentenced for Mailing Synthetic Cannabinoids into Alabama Correctional Facilities

MONTGOMERY, Ala. - A federal judge in Montgomery has sentenced a Georgia woman for distributing controlled substances and unlawfully using the United States mail to facilitate the distribution of synthetic cannabinoids into Alabama correctional facilities.

Last week, Jinna Candice Moore, 44, of Fairburn, Georgia, received a sentence of 78 months in prison followed by three years of supervised release. There is no parole in the federal system.

According to court documents and statements made during court proceedings, the Drug Enforcement Administration and the Alabama Department of Corrections began an investigation in July 2024 after discovering that packages containing synthetic cannabinoids were being mailed into Alabama correctional facilities. The investigation revealed that several of the intercepted packages were linked to Moore and her business shipping account. Evidence also showed that Moore distributed synthetic cannabinoids to individuals outside the prison system.

On January 30, 2026, Moore pleaded guilty to three counts of distribution of a controlled substance and three counts of unlawful use of a communication facility.

The Drug Enforcement Administration, the Federal Bureau of Investigation, the U.S. Postal Inspection Service, and the Alabama Department of Corrections investigated this case. Assistant U.S. Attorney Michelle Turner prosecuted the case for the Middle District of Alabama.
