The Kern County Board of Supervisors met today as scheduled for Tuesday's September 23, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Item No. 1 AM session:
The Board adopted a resolution honoring Jenny Holtermann for her dedicated service as Kern County Farm Bureau President.
Item No. 2 AM session:
The Board proclaimed October 2025 as Paint the Town Pink Month in Kern County, in recognition of National Breast Cancer Awareness Month. You can watch the presentation HERE.
Item No. 3 AM session:
The Board proclaimed September 26, 2025 as California Indian Day and Tejon Tribe Pow Wow Day in Kern County. You can watch the presentation HERE.
Item No. 4 AM session:
The Board presented a Certificate of Recognition honoring North of the River Recreation and Park District, in commemoration of the district's 70th Anniversary serving the north Bakersfield area. You can watch the presentation HERE.
Item No. 11 AM session:
The Board declared the certification of results of Special Mail Ballot Election held on August 26, 2025 for Arvin City Council member and Stallion Springs Community Service District Measure A.
Item No. 12 AM session:
The Board approved Amendment No. 1 to Agreement 220-2025 with Clinica Sierra Vista providing outpatient substance use treatment services, to increase treatment capacity at the Bakersfield location by 50 slots.
Item No. 13 AM session:
The Board approved and adopted a Resolution authorizing temporary closure of all Child Support Services Department facilities on Thursday, October 23, 2025, from 8:00 a.m. to 5:00 p.m. for annual all-staff meeting.
Item No. 16 AM session:
The Board approved and adopted a resolution terminating proclamation of local emergency due to Borel Fire, effective September 23, 2025.
Item No. 21 AM session:
The Board approved Amendment No. 1 to Agreement 330-2024 with HopSkipDrive, providing foster care youth transportation services, to modify terms and conditions, extend the term through June 30, 2026.
Item No. 23 AM session:
The Board approved a sole source Agreement with Community Action Partnership of Kern (CAPK) to provide CalWORKs Home Visiting Initiative program services from July 1, 2025 through June 30, 2026.
Item No. 24 AM session:
The Board approved and adopted a resolution authorizing temporary closure of all Kern County Library facilities on Friday, December 5, 2025, from 8:00 a.m. to 6:00 p.m. for an in-service day and request to purchase meals and snacks for a working staff lunch, in an amount not to exceed $4,000.
Item. No. 26 AM session:
The Board approved Amendment No. 2 to Agreement 638-2022 with GEO Reentry Services, LLC, providing day reporting center services, to extend the term from July 1, 2025 through June 30, 2027, increase compensation by $3,353,208, and increase the Youth Day Reporting Center population from 24 to 30.
Item No. 27 AM session:
The Board approved a soul source Agreement with Women's Center High Desert, Inc., to provide shelter, education, counseling, and support services to families experiencing domestic violence, effective July 1, 2025 through June 30, 2026.
Item No. 28 AM session:
The Board approved a Resolution authorizing temporary closure of all Public Health facilities on Wednesday, January 14, 2026 from 8:00 a.m. to 5:00 p.m. for annual all-staff development and employee recognition meeting.
Item No. 29 AM session:
The Board approved a funding Agreement with California Department of Public Health, Maternal, Child and Adolescent Health Division for home visitation program services to first-time mothers from July 1, 2025 through June 20, 2026.
Item No. 30 AM session:
The Board approved a soul source Agreement with Tyler Technologies, Inc., for CloudGavel Warrant Service Module implementation of electronic warrant management system services beginning September 25, 2025 through September 24, 2028, in an amount not to exceed $591,350. Items No. 6 - 9 PM session:
The Board held a series of protests hearings for costs incurred for various nuisance abatement work throughout unincorporated Kern County. These efforts support the enhancement of quality-of-life for Kern County residents.
Items No. 25 - 27 PM session:
The Board approved the following contributions to West Side Recreation and Park District, Air Force Association, Rosamond Chamber of Commerce, Safe Haven Kids League and Community Resources of California, Taft Police Department and Tehachapi Police Department, and the Highland High School Instrumental Music Club.
Item No. 28 PM session:
The Board discussed September 9, 2025, referral regarding California Proposition 50, Mid-Decade Congressional Redistricting. The Board voted (4-1) on draft resolution taking a formal position in opposition to the measure.
Item No. 34 PM session:
The Board identified Landscape Development Inc. as the apparent low, responsive, and responsible bid and approved Contract No. CS25-001 for Hart Park Nature Center Project, in an amount not to exceed $165,000.
Item No. 36 PM session:
The Board identified James E. Thompson, Inc., dba JTS Construction as the apparent low, responsive, and responsible bid and approved Contract No. 1650.7044 for Vida Scott Center Facility Improvements Project, in an amount not to exceed $479,300.
Item No. 39 PM session:
The Board approved the retroactive Amendment No. 3 to Agreement 521-2020 with Kern Law Enforcement Association, providing for lateral hiring bonuses, to extend the term from June 30, 2025 to June 30, 2026.
Item No. 42 PM session:
The Board voted to enact an ordinance adding Chapter 9.48 to Title 9 of the Kern County Ordinance Code relating to unlawful possession and transportation of commercial grade copper and aluminum wire.
