Insurers welcome Digital Omnibus and call for clearer EU digital rules

12-3-2026

Insurance Europe has published its position on the European Commission's Digital Omnibus package, highlighting how targeted improvements to EU digital rules can reduce regulatory complexity while supporting innovation and consumer protection in the insurance sector.

European insurers are currently navigating a growing patchwork of digital regulations covering areas such as artificial intelligence, data protection and cybersecurity. While these rules aim to strengthen trust and resilience, their interaction can create overlap and administrative burden in practice. Simplifying and aligning these frameworks would allow insurers to focus more resources on innovation and better services for consumers.

We support the Commission's objective of reducing unnecessary regulatory complexity and improving the usability and coherence of the EU's digital framework.

In our position paper, we highlight several areas where clarification and alignment would make the rules easier to apply in practice, including the interaction between the AI Act and other EU legislation, improvements to data protection rules that provide greater legal certainty, and simplification of cybersecurity reporting requirements.

These improvements would help insurers continue investing in secure digital technologies, including AI and advanced data tools, while maintaining strong safeguards for consumers and supporting Europe's digital transition.
