Public Review Draft 2025 Urban Water Management Plan (UWMP) Guidebook Public Comment Period

PUBLIC COMMENT PERIOD ANNOUCEMENT

The Department of Water Resources (DWR) will receive public comments on the Public Review Draft 2025 Urban Water Management Plan (UWMP) Guidebook. Updates to the guidebook were made to improve clarity and provide additional guidance. A 15-day written comment period commences on November 17, 2025, and closes on December 2, 2025. All inquiries should be directed to the contacts listed below.

UWMPs for the 2025 cycle must be adopted and submitted by July 1, 2026 via the WUEdata Portal. The Urban Water Management Planning Act requires urban water suppliers providing water for municipal purposes either directly or indirectly to more than 3,000 customers or supplying more than 3,000 acre-feet of water annually to adopt and submit Urban Water Management Plans to DWR. The plan shall satisfy the requirements of Water Code Sections 10610-10656 and 10608. The draft guidebook and submittal tables will be posted on the WUEdata Urban Resources page in advance of the November 17^th meeting.

How to submit a public comment:

Send your comments to DWR, including your name, contact information, who you are representing, and reference the draft guidebook topic prominently (e.g., in the subject line if submitting an email) ("UWMP Guidebook Update"). Additionally, DWR requests, but does not require, that people who submit written comments reference the Draft 2025 UWMP Guidebook section number in their comments to facilitate review.
