Notice of Filing Arguments For or Against Propositions 421 and 422

The City of Tucson Clerk's Office is accepting written arguments for or against City ballot measures for the Nov. 3, 2026, General and Special Election. Individuals, political committees, and organizations interested in submitting a ballot measure argument must comply with all applicable submission requirements, including filing deadlines, formatting requirements, signature requirements, and payment requirements. Accepted arguments will be reproduced verbatim in the official Choice is Yours Publicity Pamphlet distributed to each City of Tucson household with a registered voter.

The City Clerk is accepting arguments for the following ballot propositions:

Proposition 421 - A franchise granting to Tucson Electric Power Company, its successors and assigns, the right, privilege, and franchise to construct, maintain, and operate electric transmission and distribution facilities in, over, under, and across those portions of public rights-of-way in the City of Tucson, Arizona for the purpose of providing electric transmission and distribution services within the City of Tucson and future additions thereto.

Proposition 422 - Proposing an amendment to Tucson Charter, Chapter IV, Section 5, to reauthorize, for an additional 20 years after Dec. 31, 2027 (January 1, 2028 to December 31, 2047), a one-tenth-cent (0.1%) transaction privilege (sales) tax and use tax, and dedicating the tax revenues to fund capital improvements, infrastructure repair and replacement, exhibit expansion, and related improvements, operations, and maintenance at the Reid Park Zoo.

Deadline to File:

Arguments and the required payment must be received by the City Clerk no later than 5 p.m. on Wednesday, Aug. 5, 2026.

Filing Fee:

The filing fee is $240.00 per proposition. Arguments will not be accepted unless payment is received.
