Larson Files Articles of Impeachment Against U.S. Secretary of Homeland Security Kristi L. Noem

Washington, D.C. - Today, Rep. John B. Larson (CT-01) and a group of his Democratic colleagues filed three articles of impeachment against U.S. Secretary of Homeland Security Kristi L. Noem.

"After a week of lies, cover-ups, and excessive force against peaceful protesters across the country - including the execution of an American citizen, enough is enough," said Larson. "Today, I joined my colleagues to file articles of impeachment against Kristi Noem. On her watch, ICE has been transformed into President Trump's secret police force. It was never a question of if, but when, these authoritarian abuses of the public trust would end in bloodshed. Secretary Noem has lost the trust of the American people and must face accountability for her failed leadership. I am in full support of impeachment proceedings that include a full, transparent investigation into the lawlessness occurring on her watch."

These articles come after an ICE agent executed an American citizen, Renee Nicole Good, in Minneapolis on her watch, and a federal vehicle struck a protesterin Hartford. Noem has continuously lied to the American people about these incidents, falsely labeling Good as a "domestic terrorist" with no evidence or investigation. Larson has also vowed to introduce legislation to stop ICE from operating in communities without coordination with state and local law enforcement.

Larson filed three articles of impeachment against Secretary Noem, for high crimes and misdemeanors:

Obstruction of Congress:

  • Noem has implemented a schemeto prevent Members of Congress from conducting oversight at ICE facilities, in violation of Public Law No. 118-47, which states that no funds may be used by the Department of Homeland Security to prevent Members of Congress from entering DHS facilities used to house immigrants.

  • She used her authority to withhold funds obligated by Congressfor the Emergency Food and Shelter Program and the Shelter and Services Program, in violation of the Impoundment Control Act of 1974.

Violation of Public Trust:

  • Secretary Noem has impeded on the constitutional due process rights of American citizens, in violation of the Immigration and Nationality Act, and First and Fourth Amendments to the U.S. Constitution, directing ICE agents to make warrantless arrests, overseeing the use of tear gas on childrenat a Halloween parade in Chicago, and the execution of an American citizenby an agent in Minneapolis.

Self-Dealing:

  • Secretary Noem used taxpayer dollars to fund a $200 million ad campaignfor ICE agent recruitment, in violation of 5 C.F.R. pt. 2635, bypassing the normal contract process to award Republican-led ad agencies, including a company run by the husband of a senior Department of Homeland Security official and close friend of Noem's.
