ARLINGTON, Va. | April 22, 2026 - Today, the Bipartisan Congressional Real Estate Caucus released a letter with 76 bipartisan signatories in the House that expressed serious concerns regarding provisions included in the Senate-passed 21st Century ROAD to Housing Act that would undermine efforts to address our nation's housing supply and affordability crisis.
The letter applauded the U.S. Senate's efforts to promote housing affordability but stressed that Section 901 would decrease housing supply and harm Americans. The members of Congress urged their colleagues to ensure Section 901 is modified to remove provisions that are harmful to increasing the supply of affordable housing.
"Now more than ever, housing affordability is a defining challenge for Americans and their families - and it's time for meaningful action," said NAA President and CEO Bob Pinnegar. "Congress must address damaging language within the current housing package that would eliminate our nation's growing Build-to-Rent (BTR) market, ultimately removing a flexible housing option for families and exacerbating supply shortages. NAA appreciates key leaders from the Congressional Real Estate Caucus for their steadfast work to realign this bill with its intended purpose of boosting supply and lowering costs."
"Congress has an opportunity to improve housing affordability, lower costs and increase housing choices for all Americans with the potential passage of this important housing legislation," said NMHC President Sharon Wilson Géno. "However, it is imperative that members of Congress take urgent action, as 76 bipartisan members of the House have called for, to remove language that would decimate Build-to-Rent (BTR) housing, undermine the very legislation and run counter to administration and Congressional goals. Lawmakers now have the occasion to directly fulfill their promises to their constituents and future generations by supporting BTR and rental housing overall by removing the BTR language and then passing the bill."
