HARRISBURG, PA - November 12, 2025 - Marcellus Shale Coalition president Jim Welty issued the following statement on Pennsylvania's passage of the state budget today:
"The MSC is extremely pleased to see the General Assembly take meaningful and historic action on permit reform in conjunction with today's passage of the state budget. We thank those in the General Assembly who have long championed these reforms and Governor Shapiro for embracing them.
"For years, Pennsylvania has turned away investment and related jobs due to chronic permitting delays and ever-changing criteria for those looking to do business in the Commonwealth.
"The enactment of deemed approved permits, coupled with an expansion of the successful third-party permit review initiative known as SPEED, sends a powerful message that Pennsylvania is serious about ensuring government moves at the speed of business.
"In addition, we commend the General Assembly for successfully putting an end to Pennsylvania's RGGI saga. For too many years, Pennsylvania has lost billions of dollars of investment and the related jobs for our allies in the building trades due to the threat of a carbon tax on electric bills. We are hopeful today's action signals a positive shift that Pennsylvania is committed to securing new, reliable power generation to meet our growing energy needs."
