Draft spectrum decree and draft call for applications on network licences for terrestrial television circulated for comment

The Ministry of Transport and Communications requests comments on the draft spectrum decree and the draft call for applications on network licences for terrestrial television. Statements on the draft spectrum decree can be submitted until 26 November 2025 and on the draft call for applications on network licences for terrestrial television until 17 December 2025.

It is proposed that the government decree on spectrum use and frequency plan (Spectrum Decree) be amended in accordance with the draft call for applications on the next network licence period for terrestrial television. The decree would be amended so that the frequency band used for television broadcasting and the number of national multiplexes would be reduced from 2027.

A new frequency band in the 700 MHz spectrum for public authority network use would also be added to the decree. The new frequency band would promote the functionality of the public authority network by ensuring its capacity, for example in major accidents, and would guarantee the functionality of the public authority network in areas where accessibility is difficult. The proposed amendment would therefore improve comprehensive security. At the same time, the decree would be updated to reflect the current situation in line with technological developments.

According to the draft call for applications on network licences for terrestrial television, three national licences and one regional network licence would be announced for application. The network licences would enter into force on 11 January 2027 and would be valid for eight years.

The network licences would be granted for a narrower frequency band than at present, as terrestrial television broadcasting can be carried out in a reduced spectrum. The freed-up spectrum could be allocated for other uses, such as testing and piloting of mobile networks.

Comments on the draft spectrum decree and the draft call for applications on network licences can be submitted at Lausuntopalvelu.fi. The consultation period for the draft spectrum decree ends on 26 November 2025 and for the draft call for applications on network licences on 17 December 2025. The feedback received from the consultation round will be taken into account as preparation of the new network and programming licence period for terrestrial television continues in the Ministry of Transport and Communications.

The Spectrum Decree is expected to enter into force in December 2025 and the call for applications on network licences to be launched in January 2026.
