Good afternoon, colleagues.

Before we begin today's Government meeting, I would like to announce a decision that has been made. The Government continues its systematic efforts to ensure that citizens have access to essential infrastructure, from kindergartens and clinics to airports, as well as scientific, sports, and cultural centres.

Three years ago, initiatives aimed at modernising and developing such facilities through federal budget funding were consolidated into a dedicated state programme, Construction. Since then, hundreds of projects have been completed under this framework, including landmark developments such as the new Tretyakov Gallery building in Moscow, the Rimsky-Korsakov Conservatory in St Petersburg, and sections of the Vostok motorway leading to Yekaterinburg.

An updated list of capital construction projects scheduled for completion over the next five years has now been approved.

This year, construction will be completed on the campuses of Immanuel Kant Baltic Federal University and Novosibirsk National Research State University. The reconstruction of the Medical Radiological Research Centre clinic in Obninsk and the Fyodorovsky Town complex in Tsarskoye Selo will be finished. All of these projects are fully aligned with the country's principal financial document.

Relevant ministries and agencies must ensure the timely allocation of funds and exercise strict oversight of their proper use.

Given the scale and significance of the programme, I would ask Mr Khusnullin to maintain close supervision over its implementation.

On another matter.

The Government has adopted a decision designed to enhance the transparency and efficiency of freight transportation and, more broadly, to expand opportunities for its sustainable development, both within the country and internationally.

To achieve this, we are continuing to refine the regulatory framework, paving the way for the transition of Russia's entire transport system - including road, air, rail, river, and maritime transport - to unified digital technologies. The President has outlined the plans for establishing these systems.

To that end, the Regulation on the National Digital Transport and Logistics Platform has been approved. The platform will integrate relevant information systems and services, serving as a unified interface for interaction between businesses and government authorities.

Beginning 1 March, organisations and individual entrepreneurs operating in this sector will be able to enrol in a single, centralised registry.

The implementation of modern tools will support more precise modelling of transport flows and the decision-making that concerns infrastructure upgrades. Logistic operations will become safer thanks to real-time digital monitoring of cargo movement throughout its itinerary.

Subsequently, companies will be able to expedite the issuance of permissions and supporting documents in electronic form, in order to organise their operations more effectively.

It is important that the transition to the new services is organised as simply and clearly as possible, which will further facilitate the optimisation of delivery and lower the end cost for consumers. We discussed this extensively at the Transport Fair when we met with logistics companies.

Now, to the agenda. At the end of 2025, we approved the national model for targeted business conditions. The model incorporates business development measures across all economic sectors. It has been a year since inspections have been replaced with preventive visits for the majority of enterprises, as part of the risk-oriented approach.

As the President emphasised, we are to clearly and consistently polish this practice and, in cooperation with the business community, eliminate the remaining administrative barriers that hinder the development of the economy and businesses. It goes without saying that consumer rights must also be protected.

Today, we will consider a draft law that is designed to increase the effectiveness of control over mandatory requirements. This primarily concerns products used in the construction industry. People's safety and wellbeing depend on their quality. It is important to rule out the possibility of counterfeit products making their way to the market.

We expect that the new order will protect people from counterfeit goods and companies from dishonest competition.

And one more thing. The Government continues to help Russian regions. The President is paying particular attention to the developments in the border regions. On his instructions, a comprehensive program for the restoration and development of the affected areas has been drafted and is being implemented.

Today's agenda includes the allocation of two more billion roubles to the Belgorod Region. The funding will be used to support those residents who lost their homes.

I want to draw the Finance Minister's attention to this. Mr Siluanov, it is imperative that people receive the money without delay and as soon as possible.
