Ohio House Passes Childcare Integrity Legislation

State Representatives Phil Plummer (R-Dayton) and Tom Young (R-Washington Twp.) are pleased to share that the Ohio House passed House Bill 647- legislation to uphold the integrity of state-funded childcare in Ohio.

"H.B. 647 will establish guardrails and accountability when dealing with publicly funded child care fraud," said Plummer. "We have identified fraud in the system, and this bill will close the exploited gaps and hold bad actors accountable."

"HB 647 is a step in the right direction that sets the stage for greater accountability to keep the system that so many families rely on credible," said Young.

Key provisions of House Bill 647 are as follows:

  • Gives authority to the Ohio Attorney General to investigate and extends the ability to prosecute any publicly funded childcare program suspected of fraud
  • Allows the Department of Children and Youth (DCY) to immediately suspend a license and provider agreement when evidence demonstrates, and the Department has corresponding reasons to suspect fraudulent

House Bill 647 now advances to the Ohio Senate for further consideration.
