On August 25, 2026, the Vista City Council approved a new community petition and prioritization process for residents requesting streetlights in their neighborhoods. The process provides a consistent way for the City to evaluate proposed locations, confirm neighborhood support, and prioritize installations based on community and public-safety needs.
Residents may begin the process by submitting a streetlight request to the City. Staff will review the location's existing lighting conditions, roadway characteristics, pedestrian activity, safety considerations, and technical feasibility. If the location is eligible, the City will prepare a map identifying the properties included in the petition area and provide the resident with petition materials.
To move forward, the petition must show support from at least 60% of the identified property owners within approximately 200 feet of each proposed streetlight. Property owners may indicate whether they support or oppose the installation. Qualifying locations will then be placed on a prioritized list and considered as funding becomes available.
Locations may be prioritized based on factors including crime and collision data, existing lighting, pedestrian activity, sidewalks, and proximity to public transportation or the city center. If the City Traffic Engineer determines that a streetlight is necessary for traffic-safety reasons, the City may proceed without a petition after notifying the immediately adjacent properties.
Completing the request and petition process does not guarantee installation. Final projects remain subject to technical feasibility, available funding, prioritization, and City Council approval.
