The Ministry of Foreign Affairs reports that the Mexican consulate in New Orleans was notified by U.S. Immigration and Customs Enforcement (ICE) that a Mexican national passed away on April 11 while in the custody of immigration authorities at the Winn Correctional Center in Winnfield, Louisiana. The cause of death remains under investigation.
The consulate immediately activated established protocol and, in coordination with the consulate in Atlanta, contacted the family to provide legal support and assistance. Communication is ongoing with the authorities involved to determine the cause of death and surrounding circumstances, in order to fully clarify the facts. Together with the family and the Ministry's legal advisors, the next actions in the case will be carefully assessed.
The Ministry reiterates its deep concern and its demand for immediate action. The repeated occurrence of deaths in custody is unacceptable and reveals serious deficiencies in ICE detention centers, which are incompatible with human rights standards and the protection of human life.
All Mexican consulates have been instructed to intensify their efforts, including daily visits to ICE detention facilities. The Ministry also reminds the Mexican community that they may contact their local consulate or the Mexican Consular Assistance Line at 520-623-7874 if detained or in need of consular assistance.
The Government of Mexico will continue to pursue all available legal and diplomatic avenues regarding this issue, and reiterates its firm commitment to protecting the rights and dignity of all Mexican nationals abroad, regardless of their immigration status.
