The Maltese delegation to the Parliamentary Assembly within the Organisation for Security and Cooperation in Europe (OSCE PA), led by Amanda Spiteri Grech and comprising Alex Muscat and Claudette Buttigieg, attended the 23rd Autumn Meeting of the OSCE PA held in Istanbul, Turkey between 17 and 19 November 2025.
The Autumn Meeting started with a session of the Standing Committee of the OSCE PA, which brought together the heads of delegations of all participating states of the organisation to discuss the OSCE PA's activities over the past months and its plans for the future. The meeting was followed by the Parliamentary Conference which discussed the role of Parliaments in reinforcing the OSCE's comprehensive model of peace and security.
The Parliamentary Conference was followed by the Mediterranean Forum, whose main focus was the situation in the Middle East. During this meeting, Amanda Spiteri Grech spoke of the human tragedy that is unfolding in Gaza. She spoke of the immense hardship that is being endured by an entire population and said that this is not simply a crisis of infrastructure, but a crisis of humanity. Hon. Spiteri Grech made reference to the recognition of the State of Palestine by Malta and other countries. She reiterated that these recognitions are not the end of the journey and mentioned four main priorities:
She continued with a reference to sustainable peace, saying that this requires a fair, balanced and inclusive political horizon: "one that ensures security, dignity, and self-determination for Palestinians, allowing them to build a future shaped not by crisis, but by hope". Spiteri Grech ended her intervention with an appeal for those present to raise their voices for humanitarian relief and justice, for immediate relief and a long-term vision that restores dignity and possibilities to the people of Gaza.
